This position is located in the Department of Defense Office of Inspector General (DoD OIG), Mission Support Team (MST), Acquisition and Procurement Directorate (AQD). As a Acquisition Specialist, GS-1101-13, your typical work assignments may include the following:

Duties

Analyzes and interprets procurement law and regulation, executive orders, DoD policy and guidance, and Comptroller General Decisions to determine impact on OIG acquisition plans, policies and operations. Identifies the results after conducting research and propose recommendations if it affects policies and procedures for both internal organization usage and OIG wide application. Explain and interpret applicable law, regulation and procedures. Participates in acquisition planning; analyzes past requirements and trends; develops data and projections of acquisition requirements; recommends strategies and options for delivery of acquisition services to support the OIG mission worldwide. Analyzes acquisition processes, customer support requirements and other metrics to determine customer?s operation requirements. Identify areas for improvements and recommends changes. Leads or conducts program reviews. Manages acquisition and procurement actions to acquire specialized equipment, supplies and services. Review requests, perform market research, cost and price analysis and determines best acquisition method to meet mission requirements. Performs complex acquisition support to include planning, develop requirement documents and report results to the Director. Assess and report progress on assigned projects. Maintain accurate records, policies and files for assigned projects. Collaborate with customers to prepare documents such as statements of work, cost analyses, or sole source justifications to acquire support services. Accurately review documents to ensure accuracy and adequacy prior to processing. Develop requirement documentation, monitor all processed requirement documents. Provides expert advice to all internal OIG components, ensure all acquisition actions are consistent with designated policies and procedures. When required, collect data and evaluate contractor performance, maintain performance metrics, identify issues and trends and develop improvements processes for internal acquisition management policies and processes as appropriate.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov) .
  • Must possess certifications under Defense Acquisition Workforce Improvement Act (DAWIA) at hiring or obtain within 24 months after hiring
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service. Specialized experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience must have been in Federal acquisition and procurement and could have been in any of the following areas; purchasing, acquisition, procurement or contracting. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Education

There is no substitution of education for the qualifying experience at this grade level.
