The Office of the Chief Financial Officer (CFO) leads the development, negotiation, and presentation of the National Intelligence Program (NIP) budget on behalf of the Director of National Intelligence to the President and the Congress. The CFO's three main responsibilities include resource management (budget analysis, formulation, justification, and execution), performance planning and evaluation, and financial management improvement.
Duties
Oversee the analysis of NIP resources aligned to a portfolio of activities and capabilities supporting the Intelligence Community (IC) enterprise.
Identify and evaluate key budget issues for consideration by IC principals and make recommendations to maximize the effectiveness of IC resources and advance national security missions and priorities.
Collaborate in the development, prioritization, and implementation of IC budget activities, such as IC fiscal guidance, data calls, procedural guidance, budget performance and execution reviews, and preparation of DNI budget decisions.
Oversee the development and management of the master schedule and procedural guidance for all IC agency deliverables to support budget formulation and production of IC Program Congressional Budget Justifications Books (CBJB).
Lead the development, coordination and production of the DNI NIP summary CBJB Volume I.
Oversee the process and development of DNI budget hearing preparation materials and DNI appeals to Congressional budget actions.
Serve as a primary interface with the ODNI components, the Office of the Secretary of Defense (OSD), and the Office of Management and Budget (OMB) on cross program budget issues.
Advise and provide guidance to defend the NIP budget at hearings, meetings, and other public Office of the Director of National Intelligence (ODNI) fora.
Lead, manage, and direct a professional level staff, evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities.
Qualifications
Mandatory Requirements:
Proven leadership ability to manage competing priorities, under strict deadlines, while maintaining a high-level of attention to detail.
Deep knowledge of the IC, Department of Defense, OMB, and Congressional budget processes and procedures.
Exceptional knowledge of research methodologies to evaluate intelligence programs, analyze issues, and make recommendations to leadership.
Senior expert ability to evaluate and integrate differing viewpoints into an IC perspective in order to increase a comprehensive understanding of key issues and communicate alternative perspectives.
Senior expert program management, analytic, and critical thinking skills, including the ability to conduct program and management assessments, to identify needs and requirements, and to develop non-linear process improvement recommendations for implementation across the IC.
Education
