This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a fully qualified accessions Physician Assistant capable of performing accession medical examinations and processes for a large range of federal applicants seeking employment with the Department of Defense and other Federal organizations.
Duties
Communicate changes to the medical staff for input into the USMEPCOM-unique applicant database.
Perform medical examinations consistent with required medical standards for suitability determination.
Document applicant medical records in computer and non-computer-based systems.
Obtain and review patients' medical histories to ensure suitability of applicants for service in the Armed Forces.
Requirements
- A Personnel Security Investigation is required
- Public Law 101-647, Section 321 and Public Law 102-190, Section 1094 require the successful completion of a Criminal History Background Check to maintain the position for which hired.
- This position is subject to annual seasonal influenza vaccinations. Applicants tentatively selected for this position will be required to sign a statement consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- All Health Care Providers must be able to obtain and maintain current Basic Life Support (BLS) training and certification that is sponsored or endorsed by the American Heart Association (AHA).
- Current Advanced Life Support or other advanced certification does not supersede BLS completion.
- A pre-placement medical examination is required.
- This position is a Testing Designated Position (TDP) subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
- Successful completion of applicable Military Health System (MHS) GENESIS Training is required in order to access the MHS GENESIS System within 30 days of on-boarding and/or as required.
- Credentials must be submitted to HQ USMEPCOM J-7/MEMD Clinical Management Branch and approved by the Director.
- Occasionally may be required to work on Saturdays; and/or shift work (work before 0600 or after 1800 hours).
- Successful completion of a training program for PAs recognized by Accreditation Review Commission on Education for the Physician Assistant and current certification by the NCCPA.
- Have passed the PA National Certifying Examination administered by the National Commission on Certification of PAs. Achieve and maintain recertification with the National Commission on Certification of PAs.
- Have successfully completed an educational program for PAs accredited by the Accreditation Review Commission on Education for the PA or, prior to 2001, by either the CAHE and Accreditation or the Commission on Accreditation of AHEP.

Basic Requirements for Physician Assistant:
Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association(external link); Association of American Medical Colleges(external link); Liaison Committee on Medical Education(external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association(external link), or an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.
Additional Requirements for Grades GS-12 and Above
For GS-12 -- 2 years of graduate training in the specialty of the position to be filled or equivalent experience and training.
Education: Graduation from a physician assistant educational program, accredited by the Accreditation Review Committee on Education for the Physician Assistant (ARC-PA) or its predecessors, at a college, university, or educational institution that is accredited by an accrediting body or organization recognized by the U.S. Department of Education at the time the degree was obtained.
Certification: Successful completion of the National Commission on Certification of Physician Assistants (NCCPA) examination; must maintain status as a certified physician assistant, including completion of all requirements for Continuing Medical Education (CME) and re-certification.
Licensure: Applicants must possess a current, active, full, and unrestricted license or registration as a Physician Assistant from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Exemption: You are exempt from the license requirements above if you are a current federal employee occupying a position in the 0603 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status. Experience: A minimum of one full year of work experience as a certified physician assistant which includes obtaining patient medical history, performing physical evaluations, and reviewing diagnostic tests. This definition of experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
