This vacancy is for a General Natural Resources Management & Biological Sciences in the Office of Facilities and Environmental Quality. The incumbent will Develop Climate Change Mitigation Strategy, Climate Adaptation & Resilience Plan; update climate vulnerability assessments; coordinate with stakeholders for climate change adaptation/resilience data; update Administrative Orders, Strategic Sustainability Objectives, & associated documents; advise on policy requirements from other departments.

Duties

As a General Natural Resources Management and Biological Sciences (Direct Hire), you will perform the following duties: Measure the Department's progress toward meeting climate change mitigation and related targets outlined in laws, regulations, and executive orders. Direct a research team in all phases of the program. Conduct theoretical and experimental research to understand the fundamental physical and chemical process in the atmosphere that are responsible for climate change. This Job Opportunity Announcement may be used to fill other General Natural Resources Management and Biological Sciences (Direct Hire) ZP-0401-4 (FPL: ZP-04) positions within the Office of Facilities and Environmental Quality in the same geographical location with the same qualifications and specialized experience.

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non supervisory positions cap out at interval 3 of the band. The ZP-04 is equivalent to the GS-13/14 grade levels. BASIC REQUIREMENTS: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major (30 credits), as shown in A above, plus appropriate experience or additional education. AND Specialized Experience (SE): For the ZP-04, you must have 1 (52 weeks) year SE equivalent to the ZP-03 or GS-12 grade level. Specialized Experience for this position includes: Developing policies for climate change adaptation and mitigation; and Implementing energy and water conservation measures, technologies, and relevant federal regulations and policies. -OR- SUBSTITUTION OF EDUCATION: Education cannot be substituted for experience at this grade level.
