The primary purpose of this position is to perform a variety of supportive duties to assist administrative-level Employee and/or Labor Relations, and Personnel Programs Specialist, and provide general administrative support and accomplish technical duties for assigned program segments.
Duties
Responsible for the overall management and/or accomplishment of all general administrative support functions and technical assistance actions required for the support of various programs.
Receives, reviews, analyzes data, compiles information and prepares a variety of reports for special and/or recurring reporting requirements in support of the employee relations functions and programs.
Manages the administrative support and technical assistance functions for numerous employee and labor relations or personnel programs.
Uses multiple office automation software with varied functions to produce a wide range of documents that often require complex formats, such as graphics or tables within text, editing and reformatting electronic drafts, and updating or revising existing databases or spreadsheets.
Performs special and recurring projects and assignments for management of programs within the Employee and/or Labor Relations, and Personnel Programs section.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NK-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience in receiving, reviewing, analyzing data, compiling information and preparing a variety of reports using office automation software such as word processing, databases, and spreadsheets; directing, reviewing, preparing, and distributing incoming and outgoing correspondence; providing customer service support by answering and routing incoming telephone calls and greeting customers. Assisting with HR tasks or assisting with HR functions. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: successful completion of four years of education above the high school level obtained in an accredited junior college or university leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: a combination of education and experience as described above may be used to qualify for this position. NOTE: You must submit a copy of your transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Practical knowledge of human resources computer system and data base system software. Typing skills required.
2. Knowledge and understanding of Federal Human Resources Management Functions, theories and techniques, and the basic relationship of the various HR disciplines.
3. Practical knowledge of state unemployment compensation process and appeal procedures.
4. Skill in gathering facts and using effective, analytical and evaluative methods to accurately access information and make sound decisions.
5. Ability to communicate with others, both orally and in writing, sufficient to formulate and present advisory opinions.
6. Practical knowledge of personnel programs.
7. Ability to interpret and apply moderately complex personnel regulations and/or standards.
8. Ability to apply basic analytical methods and techniques to various aspects of assigned program areas.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
