Officer positions are identified for the Substance Abuse Residential Rehabilitation Treatment Program (SARRTP) Dom placement. Location assignment is to be determined, but when complete, will be within the Indianapolis Metropolitan Area. Until completion of the SARRTP, applicant will be assigned to the Richard L. Roudebush VAMC location.

Duties

Leads a team of Police Officers and other administrative staff. Directs day-to-day lead policing operations and non-lead policing assignments. Works in collaboration with the Police Supervisor carrying out PS's overall mission where most of the work is performed on Departmental property. This includes any properties owned, leased, or licensed when consistent with Federal law, regulation, VA policy and operational guidance. Assigns, distributes, reviews, approves, and disapproves employees' assignments. Monitors and reviews the status and progress of the work and makes workload adjustments to ensure the workload is balanced. Refers to supervisor questions or matters not covered by standards and problems in meeting performance standards. Consults with the immediate supervisor for assistance on problems, such as backlogs to ensure work is completed timely, effectively, and efficiently. Ensures work assignments are distributed and performed promptly by employees. Reviews police reports, patrol reports and ongoing investigations to ensure complete, concise, and factual-information reporting Makes available written instructions, reference materials and supplies. Reviews and recommends standard operating procedures or changes to current standard operating procedures. Provides on the job training and acts as a field training officer to new employees. Answers questions of other employees on procedures, policies, directives, etc. Obtains needed information or decisions from supervisor on problems that come up. Checks on work in progress and reviews completed work to ensure that the supervisor's instruction and deadlines have been met. Amends or rejects work not meeting established standards. Approves leave for a few hours or for emergencies. Provides input on performance rating and any disciplinary action (to include removal) of PS employees. Informs employees of available services and employee activities. Resolves simple, informal complaints of employees and refers others to the supervisor. Supports the goals of equal employment opportunity Participates in the selection of staff as requested by the supervisor; provides or coordinates staff training, either during shift briefing or designated training days. Leads law enforcement assignments to preserve peace; to prevent, detect and investigate crimes, to arrest or apprehend violators; and to assist citizens in emergencies, including the protection of civil rights Estimates and reports on expected timelines for completed work, maintains records of work accomplishments and time expended and prepares various reports as required. Ensures the supervisor's instruction on work sequence, procedures, methods, and deadlines are met. Provides guidance to employees regarding specific assignments and ensures available written instructions, reference materials and supplies are present. Performs or coordinates services routinely at all segments of VA facilities located over large geographical areas, some of which may be in different states, counties, municipalities, or townships. Performs certain elements of the work away from Departmental properties when consistent with Federal law, regulation, VA policy and operational guidance. Serves as a Federal Police Officer with full law enforcement and investigative authority as defined within 38 USC 902, VA Directives, Handbooks, and other operational guidance. Carries firearms and other weapons, intervenes when necessary to deescalate situations and determines when and how much force must be applied. Advises individuals of their (Miranda, Weingarten, Garrity, etc.) rights, and protects the constitutional and civil rights of persons. Leads and initiates investigative contacts/stops. Seeks, detects, seizes, and protects evidence and witnesses at the scene of an incident. Exercises search and arrest authority. Detains witnesses and apprehends suspects, makes arrests and performs booking procedures. Interviews witnesses and other persons involved, determines whether facts warrant an arrest or lesser action Leads others and personally executes arrest warrants issued by federal and local courts. Coordinates or transports arrested parties to holding facilities and courts as required. Controls facility access via Entry Control Point (ECP) and Traffic Control Points (TCP) during emergency operations Work Schedule: Sunday - Saturday 12 hour rotating shifts Telework: Not Available Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 grade level in the Federal service (or equivalent pay band), that provided a knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Specialized experience includes conducting investigations, apprehensions and detentions of persons suspected or convicted of criminal violations; maintaining order to protect life and property; taking initial complaints; interviewing witnesses; securing a crime scene and conducting limited searches; responding to emergency situations; gathering information and preparing reports; conducting routine patrol, traffic control, and traffic accident investigations. Note: Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. Experience as a security guard or corrections officer is generally not qualifying. Physical Requirements: The work requires regular and recurring physical exertion such as long periods of standing, walking, driving, bending, stooping, reaching, crawling, and other similar activities. Employees engage in such exertions when pursuing suspects, or participating in weapons or other kinds of training activities, climbing stairs in office buildings or walking foot patrols in and around large buildings. May regularly require lifting and carrying heavy objects of 50 pounds or less. May require common physical characteristics and abilities in agility and dexterity and the strength to pursue, apprehend, and detain uncooperative suspects. Work Environment: The work performed in settings in which there is regular and recurring exposure to moderate discomforts and unpleasantness, such as high levels of noise in industrial settings, high temperatures in confined spaces, and adverse weather conditions during extended periods of traffic and patrol duties. The employee may be required to use protective clothing or gear such as masks, gowns, coats, boots, goggles, gloves, or shields. The work involves moderate risk requiring exercise of safety precautions when working around hazardous materials such as toxic gases, explosives, infectious biological materials, and others that pose a moderate risk of exposure. The work also involves moderate risk and discomfort when working outdoors without shelter or operating vehicles for extended periods of time over rough terrain.
