About the Position:This position is located at the Installation Management Command, Directorate of Human Resources, Military Personnel Division, Personnel Operations Branch, Fort Moore, Ga. The Maneuver Center of Excellence (MCOE) is located 100 miles south of Atlanta, Georgia, and is adjacent to Columbus, Georgia and Phenix City, Alabama. The geography and climate are ideal for year round military training. Public transportation and free parking are available.
Duties
Serves as the Installation Retirement Services Officer (RSO).
Assists the Garrison Commander in maintaining the installation Retiree Council.
Facilitates Pre-Retirement and Survivor Benefit Plan (SBP) briefings for all military retirees and their families.
Serves as the installation Subject Matter Expert (SME) regarding retirement services.
Obtain and maintain access to the Defense Retired/Annuitant Pay System (DRAS).
Monitor retiree pay accounts.
Processes and assist with retiree requests for changes of address/bank accounts, tax changes, reissue of tax forms, retiree account statements, and establishes/monitors annuitant pay accounts.
Conducts individualized counseling regarding retirement.
Supervises a staff of Human Resources Assistants.
Requirements
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes 1) applying the principles, practices, and procedures involved in administering retirement services actions; and 2) use computers to input, extract, query, and research data in military personnel database systems such as DRAS, TRANSPROC, and Defense Manpower Data Center (DMDC) Retiree Address Finder (RAF) and 3) have experience in pertinent aspects of the retirement services program, and 4) briefing the garrison commanderand staff on pertinent aspects of the retirement services program, and changes having significant impact on the retirement services program or personnel serviced, and 5) counseling of Soldiers and Family Members concerning Survivor Benefit Plan (SBP) options and entitlements and 6) create performance plans, conduct annual performance evaluations, evaluate work performance and counsel staff as appropriate, and 7) assigns work based on priorities, in consideration of difficulty, requirements of assignments and capabilities of employees. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
