This position is located in Great Basin National Park, in the Park Management Division.
Duties
The duties of this position include but are not limited to:
Plans, directs, coordinates, and provides executive leadership for the overall management and operation of Great Basin National Park.
Develops, promotes, and guides the implementation of short and long term goals, objectives, and plans for the major areas of park operations: visitor and resource protection; interpretation; natural and cultural resources; facilities management; planning and compliance; administration; and concession operations, each of which are managed under subordinate supervisors.
Monitors programs and assures accountability and that controls are in place.
Develops or modifies park policies and assures accomplishment of the objectives and special emphasis programs of the department, service, region, and park.
Initiates and executes broad plans and programs designed to operate and improve the area for the benefit and enjoyment of park visitors consistent with Service policies.
Develops and maintains close working relationship with Congressional representatives; state and local elected officials; Nevada Department of Wildlife; State Historic Preservation Office (SHPO); Bureau of Land Management; U.S. Forest Service; the National Weather Service; chambers of commerce in Nevada and Utah; county governments and planning commissions; several outdoor/recreational groups; Nevada Department of Corrections - Ely; several Native American tribes; military bases in Nevada and Utah; local fire and EMS departments; commercial and special use permittees; park neighbors; and various other interest and user groups.
You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
Area Information: Great Basin National Park is an isolated park located in east-central Nevada just off of U.S. Highway 6 & 50 near the Utah border. It includes the former Lehman Caves National Monument. Park elevation ranges from 6825' to 13,063'. Summer temperatures may reach 100 degrees at the lower elevations and mid-80's in the higher elevations. Winter temperatures may reach -10 degrees in the higher elevations to mild conditions of 30-40's in the valleys. Though the park is located in the middle of the Great Basin Desert, it is a mountain park with beautiful streams, lakes, and ancient bristlecone pine groves. Summer and winter recreational activities are abundant. Baker, a small town of a population of less than 100, is located five miles from the main park entrance and has four cafes/bars, two gas stations, a small convenience store, a community church, three motels and RV park, volunteer fire department and EMS. Ely, Nevada, is located 61 miles to the west and offers a wider array of amenities, such as medical and dental facilities, grocery store, churches, banks, and an airport. The park is located approximately four hours driving time to Salt Lake City, Utah and five hours from Las Vegas, Nevada.
Great Basin National Park is diverse in both landforms and living things. Ranging in elevation from 5,000 - 13,000 feet, there are deserts, playas, mountains, rock formations, fossils, springs, caves, creeks, and even a lone glacier. In Great Basin National Park and the neighboring valleys alone, there are 11 species of conifer trees, 73 species of mammals, 18 species of reptiles, 238 species of birds, 8 species of fish, and over 800 species of plants. The Park is home to prickly pear cactus, sagebrush, aspen, alpine wildflowers and ancient bristlecone pines providing shelter and food for mountains lions, Clark's nutcrackers, snakes, and jackrabbits...to name a few.
Qualifications
All qualifications must be met by the closing date of this announcement-08/11/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-14 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) providing leadership and direction for the strategic planning, management, and operation of national parks or public lands functions and activities; 2) managing park or public lands and making key operational decisions regarding budget, personnel, and program execution; 3) describing strategic priority setting conducted for an organizational unit; 4) describing effective and timely decisions regarding significant or controversial issues; and 5) identifying experience in effective supervision of subordinate supervisors. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
