About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ARMY INTELLIGENCE & SECURITY CMD U.S. ARMY COUNTERINTELLIGENCE COMMAND HQ / HHBN FT. MEADE, MD.
Duties
Serves as the focal point for all COMSEC material and equipment and all communication security matters including exercising primary responsibility for the accountability, issue, destruction and/or turn of all COMSEC material, key and equipment.
Responsible for establishing the Group Telephone Control Standard Operating Procedure (SOP) and establishes procedures, processes and polices to ensure that users are aware of their responsibilities.
Prepares Cryptographic facility approvals (CARs), COMSEC Emergency Plans (CEPs), contingency plans, Standard Operating Procedures (SOPs) and participates actively in the planning of Cryptographic and COMSEC support.
Works with the USACIC Cybersecurity section to prepare and maintains the accreditation of the LCMS System and is responsible for the COMSEC Accounting Registration Packet (CARP) and COMSEC Facility Approval Request (CFAR) IAW AR 22-5.
Requirements
- Must be able to obtain and maintain a TOP SECRET security clearance based on a single scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- TDY Travel may be up to 25% of the time.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- Must be able to successfully complete the Standardized COMSEC Custodian Course (SCCC) and Army Key Management Infrastructure COMSEC Management Software (AKMI).
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Requires completion of the core Security Professional Education Development (SPeD) Certification: Security Fundamentals Professional Certification (SFPC) within the first two years of employment. *See the Additional Information section for details.

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
NOTE: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
