Duties
Design and conduct comprehensive management studies where the boundaries of the studies are extremely broad and difficult to determine and involve developing and proposing solutions to management problems.
Apply qualitative and quantitative methods in assessing complex management processes and systems for BLM-wide programs or very large segments of such programs.
Prepare recommendations for legislation to change the way BLM programs are implemented.
Develop and define major changes in BLM program activities. Make proposals and recommendations that involve substantial agency resources and often significantly alter major administrative aspects of BLM programs.
Analyze budget projections assessing validity of assumptions and consistency of estimates.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: performing organizational studies, communications analysis, following plans to develop and carry out project implementation; developing new ways to solve program implementation problems, guidelines for the field implementation of program objectives, and new criteria for measuring program accomplishments.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
