This position is located on a District, Forest Supervisor's Office or Regional Office in the Southern Region.
Provides professional expertise and leadership for activities conducted in support of natural resource projects and programs to ensure that the relationships between people and public lands are understood by both the Agency and constituents/stakeholders.

Duties
Duties listed below are for full performance level GS-11 positions.
Plans and designs social analyses for assigned projects or plans, including a framework for collection and analysis.
Develops written reports of analyses which describe findings and recommendations for understanding by both experts and those with no background, education, or training in the field.
Completes analysis processes and documentation in compliance with NEPA, NFMA, and/or other applicable laws, regulations, and policies.
Works with the full range of resource specialists assigned to revision efforts to ensure that all related socio-economic concerns are considered and addressed, incorporating input from other resource areas as appropriate.
Duties listed below are for full performance level GS-12 positions.
Plans and designs complex social analyses for assigned projects or plans, including a framework for collection and analysis.
Provides briefings of social science activities, products, services, and initiatives to national, regional, and local partners.
Utilizes social science expertise to continuously research and develop strategies and analysis techniques to more effectively address current Forest Plan development needs as efficiently as possible.
Considers and incorporates decision maker needs into strategies developed to ensure that resulting analyses and recommendations inform and contribute to the decision-making process.
Informs and advises leadership regarding the appropriate use and consideration of socio-economic concerns in compliance with law, regulation, and policy.
Requirements

Qualifications

Basic Requirement:
0101 Series:
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.
Specialized Experience Requirement:
For the GS-09 level: Applicants must have one year of specialized experience equivalent to at least the GS-07 grade level; OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
Qualifying specialized experience is defined as one or more of the following: Assisted with planning and designing social analyses for assigned projects or plans, including a framework for collection and analysis; Assisted with conducting basic ethnographic research, methodology, and analysis; Assisted with analyzing the project area against socio-economic and socio-cultural data; Provided assistance with ensuring that analysis processes and documentation are in compliance with NEPA, NFMA, and/or other applicable laws, regulations, and policies; Assisted leadership and other specialists with public involvement efforts.
For the GS-11 Level: Applicants must have one year of specialized experience equivalent to at least the GS-09 grade level; OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or
LL.M., if related; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).
Qualifying specialized experience is defined as two or more of the following: Participated in planning and designing social analyses for assigned projects or plans, including a framework for collection and analysis; Conducted basic ethnographic research, methodology, and analysis; Analyzed the project area against socio-economic and socio-cultural data; Ensured that analysis processes and documentation are in compliance with NEPA, NFMA, and/or other applicable laws, regulations, and policies; Participated in the analysis of civil rights impacts, environmental justice, and the impacts of proposed management actions on underserved communities.
For the GS-12 Level: Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level. Qualifying specialized experience is defined as three or more of the following: Planned and designed social analyses for assigned projects or plans, including a framework for collection and analysis;Performed as a member of interdisciplinary teams to assess socio-economic analysis needs, design methodologies, conduct analyses, and provide recommendations to incorporate measures to address socio-economic concerns in land management planning and implementation proposals and decisions; Provided guidance and recommendations for the consideration of socio-economic concerns to lower graded specialists and to non-specialists; Completed analysis processes and documentation in compliance with NEPA, NFMA, and/or other applicable laws, regulations, and policies; Developed strategies and analysis techniques to more effectively address current Forest (or equivalent) Plan development needs as efficiently as possible; Collaborated with leadership and other specialists to provide technical assistance and coordination in public involvement efforts.
