Duties
Serve as a Health Science Manager for the Congressionally Directed Medical Research Programs supporting one or more research programs
Provide scientific expertise to actively manage biomedical research grants; cooperative agreements; and contracts; monitor their performance; and recommend budget approval.
Review statements of work, assess award packages for completion, and review regulatory documentation
Manage the analysis, evaluation, coordination, and follow-up of outcomes from funded projects in cancer, neurological, infectious disease, and/or injury research.
Apply knowledge of Department of Defense policies and regulations pertaining to human subjects? protection and animal care
Apply knowledge of Department of Defense policies and regulations to assess technologies and their relevance to the activity?s mission with respect to technology transfer and intellectual property of award outcomes.
Utilize understanding of the interaction between chemical and physical agents and biological systems to identify the nature of adverse reactions.
Coordinate the research administration of complex biomedical research awards/projects under the pressure of tight time frames and rigid deadlines.
Assess progress of research awards to ensure adherence to timelines.
Evaluate biomedical research awards carried out in extramural and intramural organizations.
Apply experience in performing scientific biomedical research inclusive of basic, clinical, applied, and product-oriented efforts to the administration of research awards.
Apprise team leads and senior management on the status of extramural and intramural awards.
Participate as a member of a multidisciplinary team and coordinate with team lead to achieve program goals.
Serve as a technical representative during negotiations, advising and assisting a grant and/or contract officer in administering awards.
Administer and track research awards in an electronic database and maintain accurate and timely government records.
Identify research advancements that may lead to key discoveries, major impacts in the biomedical field, and potential improvements in patient care.

As of October 1, 2022, the U.S. Army Medical Research and Development Command (USAMRDC) consolidated assets and resources within the Defense Health Agency. USAMRDC manages Army biomedical research and development programs and selected Congressional Special Interest programs within the Defense Health Program, including the Congressionally Directed Medical Research Programs (CDMRP). The U.S. Army Medical Research and Development Command (USAMRDC) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DB-03 payband is equivalent to the GS-13 step 1 to GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.
This is a contingent (TERM) appointment, NTE 4 years. Individuals selected for this term position may be eligible for conversion to career-conditional appointment at a later date. To be converted, the employee must (1) have been selected for the contingent position under competitive procedures, (2) must have served 2 years of substantially continuous service in the contingent appointment, (3) be selected under merit promotion procedures for the permanent position, and (4) have a current rating of "B" or better.
Employees hired for more than one year, under the contingent employee appointment authority are given term appointments in the competitive service for no longer than five years. The USAMRDC Commander is authorized to extend a contingent/term appointment one additional year.

Basic Requirement for Health Science Manager:
Degree: Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Specialized Experience: One year of specialized experience which includes:
Experience in administering research programs to include reviewing statements of work, assessing award packages for completion, and/or reviewing regulatory documentation in support of organizational and program goals.
Experience in leading scientific biomedical research inclusive of basic, clinical, applied, and/or product-oriented efforts and in contributing to the preparation of proposals for biomedical research.
Experience in coordinating with team members and utilizing resources to identify research advancements that may lead to key discoveries, major impacts in the biomedical field, and potential improvements in patient care.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-02 / GS-12).
Education
