This position is located at the Central Arkansas Veteran Healthcare System within the VA Healthcare System, performing training, law enforcement work for the preservation of peace and the prevention, detection, and investigation of crimes occurring on Department of Veterans Affairs (VA) controlled property.

Duties

Administers and coordinates the education and training program for a police department. Prepares training schedules, coordinates equipment, room availability, and dates and times for on-site training and off-campus drills. Conducts classroom lectures and presentations, role-playing scenarios, and skills demonstrations. Develops, presents, delivers, and coordinates courses for a training program. Changes training curriculum to fit the criteria focused on jurisdiction, level of experience and complications observed. Oversees the initial and on-the-job training of all newly assigned personnel. Explains work requirements, methods, and procedures, to include providing special instructions and answering technical questions about the work. Designates tasks necessary for new Police Officers to gain experience to do work. Evaluates employee performance to identify special or additional training requirements. Coordinates with Federal, state, and local law enforcement agencies regarding updates in police information, procedures, and legal decisions. Coordinates the use of guest instructors from various local and federal law enforcement agencies, and emergency/public service agencies. Serves as the Police Department representative when attending meetings and participating in committees. Makes suggestions and recommendations on curricula modifications based on observations and trends in the policing field. Protects individuals during any given situation against threats to personal safety when enforcing laws and regulations. Responds immediately to and engages potentially armed individuals during active threat response situations. Deescalates situations and determines when and how much force must be applied. Responds to calls for police assistance and performs vehicular patrols as required. Search and detain suspects. Advises individuals of their rights (Miranda, Weingarten, Garrity, etc.). Takes charge of emergencies and establishes operating procedures. Leads a team of Police Officers and other administrative staff. Directs day-to-day lead and non-lead policing assignments. Provides staff guidance on how to preserve what is needed for crime scene. Leads and initiates investigative contacts/stops. Assigns, distributes, reviews, approves and disapproves employees assignments. Monitors and reviews the status/progress of the work and make work load adjustments to ensure the workload is balanced. Provides information, feedback to the supervisor concerning promotions, reassignment, recognition of outstanding performance, and personnel needs. Resolves simple, informal complaints of employees and refers more complex complaints to the supervisor. Receives, reviews reports from staff, before forwarding to the supervisor for final review. Determines whether situations are criminal, or civil and takes appropriate legal steps for each crime committed. Interviews witnesses, and other persons involved, determines whether facts warrant and arrest or lesser action. Provide assistances to citizens in emergencies, including the protection of civil rights Conducts investigations, apprehensions/detentions of individuals suspected or convicted of offenses against the criminal laws of the United States. Performs all other duties as assigned. Designated Drug-Testing Position: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. Work Schedule: Compressed/Flexible Schedule. Candidates must be willing to work weekends, irregular work hours and extended hours if determined by the needs of the service. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-8 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Leading and directing employees in their duties in response to potential threats of violence, detecting criminal activity, fire and other emergencies; enforcing federal, state, and local laws; Making arrests; conducting foot and vehicle patrol; maintaining control of a scene or incident; taking statements from witnesses/suspects and advising them of their rights; Preparing detailed reports of criminal offenses, violations, incidents, and citations issued; interrogating suspects; and applying all correct rules of search and seizure. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. Experience as a security guard or corrections officer is generally not qualifying. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. FIREARM QUALIFICATION REQUIREMENT: VA Police Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as a Police Officer. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9).DRIVER'S LICENSE REQUIREMENT: This position requires a current, valid, state-issued driver's license.
