The primary purpose of this position, SECURITY SPECIALIST, NH-0080-03, is to protect the organization from espionage, terrorism, and threats of authorized disclosure and/or compromise of information considered vital to mission interests, national defense and national security.
Duties
Incorporate program goals, plans, policy implementation guidelines, and procedures dealing with the development and operation of information security programs and activities.
Provide technical guidance in development of program/project/activity specific requirements in conjunction with Contracting Officers to ensure all solicitations and contracts include the appropriate security clauses and language.
Enforce local procedures for initiating and processing requests for security clearance investigations for military and civilian personnel.
Establish, develop, and maintain effective working relationships with various organizations.
Coordinate requests for new or additional TASS capabilities between Host and Tenant agencies, Service Point of Contact (SPOC), and DMDC.

- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and
participation in random drug testing.
- Work may occasionally require the employee to work outside the normal business hours.

- The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
- The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is described as: knowledge of information, industrial, and personnel security concepts, principles, and practices to plan and implement security programs to protect the organization from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information; analytical, planning, advisory, operational, or evaluative work in the development and implementation of policies, procedures, standards, training, and methods for identifying and protecting information, personnel, property, facilities, operations, or material from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage, or loss. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of information, industrial, and personnel security concepts, principles, and practices to plan and implement security programs in these areas.
2. Knowledge of security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs.
3. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the installation and supported organizations.
4. Ability to communicate orally and in writing, clearly, concisely, and accurately.
5. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Emergency-Essential positions: This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.
Department of Defense Security Fundamentals Professional Certification, Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with 000 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. This certification requirement only applies to employees assigned to an indexed PRO position on or after 14 March 2016. Incumbent employees assigned on or before 13 March 2016 are not required to obtain the DoD certification(s) listed above.
