You will serve as a COMMUNITY PLANNER in the GF FACILITIES DIRECTORATE of MARCORPS NATIONAL CAPITAL REGION.

Duties

You will plan, develop, and implement program/project development activities that affect broad mission areas, such as the assigned country or program areas in the community planning sector. You will prepare or oversee the preparation of project papers, project agreements, project authorizations, Congressional notifications, and implementation letters. You will provide expert counsel on a wide variety of planning questions or problems that involve unusually important, extensive, delicate, and controversial issues. You will identify socio-cultural and institutional issues with region-wide or country-wide impacts, such as cultural preservation issues. You will develop policy and program guidance to resolve region-wide or country-wide problems such as land use and transportation issues.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing innovative approaches, determining effectiveness, and interpreting the policies/regulations of proposed or current community planning programs. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
  1. Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

OR

2. Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
