Duties

You will serve as a liaison for budget, accounting, and financial management policy and procedures within the Marine Corps. You will perform continuing program/budget execution reviews, analyses and appraisals of major operating and support programs throughout the Marine Corps. You will prepare execution briefs for Senior Leadership on program/budget execution and provide recommendations to correct program/budget variances or problem areas. You will lead, influence, and build consensus among field comptrollers and subordinate analysts with differing experience levels and objectives. You will design or lead cost or budget model development to develop business process improvements and improve the quality and timeliness of program and budget submissions.

• This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing continuing program/budget execution reviews, analyses and appraisals of operating/support programs; preparing execution briefs for senior leadership on program/budget execution; and designing/leading cost or budget model development.
