This position is located in the Alaska Regional Office, Southwest Alaska Network (SWAN), in the Inventory and Monitoring Division. Alaska currently does not have a state income tax. Salary and COLA subject to annual review and adjustment.

Duties

The incumbent will serve as a senior scientist, subject matter expert, and project lead for the freshwater and air quality monitoring program in the Inventory & Monitoring Program, Southwest Alaska Network (SWAN). The SWAN consists of five remote Alaska parks (Kenai Fjords National Park, Lake Clark National Park and Preserve, Katmai National Park and Preserve, Alagnak Wild River, Aniakchak National Monument and Preserve). Field work occurs primarily in isolated, roadless areas. Sites are generally accessed by single-engine aircraft or motorized watercraft. The position is duty stationed in Anchorage, Alaska. The incumbent will provide scientific expertise and project leadership for the freshwater monitoring program and will serve as an authority on issues related to aquatic ecology, hydrology, air quality, contaminants, and fisheries. Responsibilities include study design development, data collection, analysis, interpretation, and reporting for studies directed at understanding change in biophysical processes and components of park ecosystems. The incumbent will make recommendations to NPS park superintendents and the regional directorate that will have a significant impact on management decisions and our long-range understanding and conservation of natural resources in the parks. Major duties include the following: Plans, designs, and conducts long-term monitoring and scientific research focused on freshwater ecosystems. Develops work plans and budgets. Provides leadership, planning, and project supervision for the freshwater monitoring program. Recruits, trains, and supervises permanent and seasonal field technicians. Develops work plans and budgets. Develops, tests, and implements standard operating procedures for long-term monitoring of environmental change, including the development of new sampling and survey designs, measurement techniques, and estimation procedures at multiple scales. Performs a wide range of analyses to summarize and interpret large and complex data sets; test for long-term trends; and/or predict spatial and/or temporal changes in ecosystem components in response to environmental drivers. Publishes results in professional, peer-reviewed journals. Collaborates with agency and university cooperators. Leverages partnerships to extend the reach and scope of the climate program. Develops contracts and agreements to accomplish program goals. Provides science-based information to decision makers in formulating park policy and planning efforts. Qualifications

All qualifications must be met by the closing date of this announcement-08/04/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EDUCATION: A degree in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. You must include a copy of your transcripts. In addition, to qualify for this position at the GS-12 grade level, you must possess the following by close of the announcement: SPECIALIZED EXPERIENCE: At least one year of specialized experience comparable in scope and responsibility to the GS-11 level in the federal service (obtained in either the public or private sectors). Specialized experience may include: developing and implementing freshwater monitoring and related research activities; managing multiple ecological projects through contracts and agreements; compiling, analyzing and publishing large and complex data sets related to ecology; publishing ecological results of research and monitoring studies in professional, peer-reviewed journals and presenting results to diverse audiences. You must include hours worked per week in your resume. Volunteer experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
