This position is located in the Bureau of the Fiscal Service, (BFS), Deputy Commissioner (Financing and Operations) Disbursing and Debt Management (DDM), Kansas City Federal Disbursement Services (FDS), Operations Support Division (OSD), Payment Application Support Branch/Production Support Branch as assigned.
Duties
As a Management and Program Analyst, you will:
Serve as a production support analyst for FS payment processing primarily involving the Payment Automation Manager (PAM) system, the Secure Payment System (SPS) and the Payment Information Repository (PIR), and the payment system interfaces to other key FS systems.
Coordinate with technical and help desk resources to resolve problems, identify root causes, document results, gather metrics and evaluate trends.
Research and investigate new or improved business and management practices, and reengineers processes for application to programs or operations.
Responsible for capturing and documenting the details of system problems, new user required functionality, and system or process improvements. Appropriately apply business knowledge and utilizes technology to prepare issue/process reviews, standard operating procedures, business requirement documents, test/implementation plans, and project metrics appropriate for project and management use.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
- Applying problem-solving and analytical skills to evaluate payment processes, procedures, and customer needs in accordance with Fiscal Service regulations and policies, considering new legislation or policies, OR
- Serving as software tester or technical analyst for payment processing systems, coordinating with technical resources, documenting system issues, and researching process improvements; OR
- Leading, coordinating, testing and implementing system changes with multiple agency customers, developing strategies, monitoring progress, and reporting metrics.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
