This position serves as a program manager with responsibility for land use administration and management on the Forest Unit.

Duties
Duties listed below are at the full performance level.
Evaluate authorization and administration of land uses that may involve road rights-of-way, telephone and electric services rights-of-way, oil and gas pipeline rights-of-way, and communications sites to meet agency guidelines.
Make recommendations to the authorizing officer on the granting of authorizations for the use and occupancy of public lands, to include permits, term permits, easements, licenses, plan of operation, and leases.
Serve as an interdisciplinary team lead or member for following National Environmental Policy Act (NEPA) guidelines/requirements.
Evaluate proposed uses with respect to their potential impact on the management, protection, development, and utilization of public lands resources and their conformance with land management plans, policies, regulations, and statutory authorities.
Provide advice on all aspects of acquisition, disposal, or rights to public lands.
Work with other federal and state agencies on special use authorization that involve uses that cross administrative boundaries.
Plan and monitor program activity to determine compliance with policies, objectives, and standards.
Promote and support a positive work environment to create a climate of mutual respect and integrity.
Requirements

Qualifications

Specialized Experience Requirement:
For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Qualifying specialized experience includes meeting one or more of the following: Processed special use authorization renewals, transfer of ownership, terminations, revocations, or suspensions as appropriate, some of which may have been complex and/or controversial; negotiated rights-of-way and/or land acquisition or exchanges with landowners and resolved technical problems of limited complexity such as special uses, permittees, communication sites, trespasses, prepared and processed appraisals, and/or related reports.;
OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in Social Science, Business Administration, or Professional Studies;
OR
An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).
For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Qualifying specialized experience includes meeting one or more of the following: Administered all aspects of the special use program, which includes a variety of special use authorizations (i.e. permits or easements) and a variety of activities (i.e. linear rights-of-ways, private in-holdings, or communications sites); coordinated interdisciplinary review of associated environmental assessment reports and environmental statements; conducted on-the-ground program reviews of special use programs and individual authorizations for compliance with policies, terms and conditions; provided technical advice on individual cases, conferred with special use authorization holders, and oversaw corrective action; and/or conducted extensive realty related coordination and interaction with other offices, agencies, and diverse members of the public, often in controversial situations requiring the resolution of differing points of view while promoting a positive image for the agency.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
