Duties
This position allows you to use your knowledge and experience planning a directing a variety of initiatives related to fleet operations and management, apply for this exciting opportunity to defend the homeland. This position starts at a salary of $98,496.00 (GS-13, Step 1) to $128,043.00 (GS-13, Step 10) with promotion potential to $128,043.00 (GS-13 Step 10).

The Program Manager (Fleet Operations) position performs as a supervisory expert in fleet operations, budget development, and program planning activities performing significant review and analysis of budget, management, logistics, procurement and other areas of mission support resources. Duties and responsibilities include:
Managing the Sector Fleet Program: overseeing ordering, receiving, inventorying, transferring, and excessing fleet equipment; managing inventories, records and training in accordance with local and higher directives;
Managing the agency's property program to include acquisition, receiving, transferring, excessing, reutilization, repairing, disposal, and retiring of various types of property; Conducting various environmental, security, and safety inspections and tracking progress on assessment findings;
Conducting or participating in the evaluation of administrative programs, systems and methods, and using process improvement methods to improve the efficiency and effectiveness;
Supervising a team of administrative and maintenance personnel; Managing and supporting USBP initiatives at the local and higher headquarters levels; coordinating and performing administrative and management services essential to the operations of the Sector's fleet, both vehicles and equipment.
Qualifications
Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Preparing, justifying, reporting and executing a budget;
Rapidly adapting to new information, changing conditions or unexpected obstacles;
Persuading others and building consensus to obtain information and accomplish goals;
Identifying and analyzing problems then generating and evaluating alternative solutions and/or making recommendations;
Monitoring and evaluating plans to achieve quality end products while using continuous process improvement, assuring effective controls are in place, and holding self and other accountable for meeting expectations.

Education Substitution: The GS-13 grade level does not have an educational substitution.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/04/2023.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
