Duties

This position is within the Office of Professional Responsibility (OPR), Office of Security and Professional Responsibility (OSPR) under the Deputy Director's Office (DD) at the Federal Law Enforcement Training Centers (FLETC) in Glynco, GA. Serving in this position makes you a valuable member of the FLETC team and mission. In this position you will serve as a Criminal Investigator responsible for the planning and operation of criminal investigations, anti-corruption activities, managing FLETC’s counterintelligence program, and providing investigative assistance to FLETC’s law enforcement and physical security programs.

  • The officer has the authority to make arrests, carry firearms, serve warrants, conduct investigations, and perform other activities for the promotion of homeland security.

  • Position is subject to the Lautenberg Amendment - persons convicted of misdemeanor crimes of domestic violence are prohibited from occupying this position.
  • This is a §1315 position. Position will need to meet and maintain all applicable requirements to carry a firearm under 40 U.S.C. §1315. The appointment of a person convicted of state or federal misdemeanor crimes of domestic violence is prohibited.
  • This position requires you to have access, safeguard, and store classified national security information on a regular basis. You must be able to obtain and maintain a Top Secret/SCI security clearance.
  • The employee must be authorized to possess firearms, qualify with a firearm and be recertified twice each year.
  • This position requires the position to meet the Individual Occupational Requirements for the GS-1811, Criminal Investigating Series, as outlined by the Office of Personnel Management.
  • This position is eligible for situational-only telework based on agency policy.
  • Current and former federal employees within the General Schedule (GS) must meet the time-in-grade requirements outlined in the "Qualifications" section of this announcement.

The qualification requirements listed below must be met by the closing date of this announcement. Selective Placement Factor: The position is authorized to perform duties as a law enforcement officer under Title 40 United States Code, Section 1315, including delegation of arrest and firearms authority so you must meet the following conditions in order to be considered for this position: (1) previous successful completion of FLETC’s Criminal Investigator Training Program (CITP), or equivalent federal criminal investigator training program (equivalent training is considered to be a federal criminal investigator (Special Agent) training program such as FBI, DEA, NCIS, AFOSI, Army CID, USPIS, Department of State, etc.) Note: Police Officer training, such as State POST certification and military police training, is not considered equivalent training; (2) prior service of at least one year as a sworn and armed law enforcement officer, or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of Federal, state, local, tribal, or military criminal laws; (3) meeting medical and qualification standards as established by FLETC and the DHS Office of the Chief Security Officer (OCSO); (4) must not have been convicted of a misdemeanor crime of domestic violence, felony, or otherwise prohibited from possessing a firearm or ammunition; and (5) approval of the DHS OCSO for delegation of 1315 authority. Eligibility for 1315 authority is a requirement of the position. The position is subject to Lautenberg Amendment. Persons convicted of misdemeanor crimes of domestic violence are prohibited from carrying firearms. In addition to the selective placement factor, you must possess at least one year of specialized experience equivalent to the GS-13 level in the federal service: 1.) planning and operating criminal investigations, and anti-corruption activities; 2.) managing an organization’s counterintelligence program; and 3) providing investigative assistance to law enforcement and physical security programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps and AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Physical Demands: This position requires moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without connection, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing Joss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of this position are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to him/her, or others is disqualifying. Work Environment: The position is exposed to physical operations, equipment, potentially hazardous materials, threats, physical force and other high-level risks associated with criminal investigations, security and law enforcement activities. The overall environment is portrayed as large, i.e., 1,500+ acre training and industrial sites with law environment training facilities, equipment and grounds and the field training sites. The office environment is pleasant and comfortable. The position may be exposed to hazardous materials and high-level risks in providing security and the maintenance of law and order.
