This position is located in the Department of Agriculture (USDA), Office of the Chief Financial Officer (OCFO), Associate Chief Financial Officer (ACFO), Financial Policy & Planning in Washington, DC.
The position, organizationally known as the Risk Management Officer, conducts risk management assessments and audits of OCFO programs, operations, and activities.
Duties
Develops effective communication methods to inform senior leadership and external interest groups, e.g., the general public, regarding risks, mitigation and compliance.
Creates a monitoring and auditing process to address areas identified by risk assessments related to compliance areas for the organization and reporting across USDA.
Explains key matters related to risk management across USDA.
Ensures that financial information and reports are compliant with appropriate federal regulation and guidance, complete, consistent, relevant, timely and comprehensible.
Develops creative ways to implement techniques that have not been tried before, while continuously expanding the depth and breadth of understanding the key drivers behind risk management issues and ways to reduce them across the USDA.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in Grade: GS-13: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-12 is required to be eligible for the GS-13. Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50 will be accepted.

Specialized Experience - GS-13: I have at least one year of specialized experience equivalent to the GS-12 grade level or pay band in Federal Service or equivalent experience in the private or public sector performing the following duties: 1) Participating in risk management assessments and audits of agency programs, operations, and activities; 2) Providing guidance to ensure adherence to current policies, procedures, and regulations; 3) Assisting with developing individual audit programs and plans covering functional responsibilities, specific project assignments, audit objectives and requirements, references, formats for data display and reports; 4) Analyzing risk assessment data to help determine efficiency and effectiveness of risk mitigation programs; and 5) Offering recommendations regarding risk mitigation measures based on risk assessments and audit findings.
Specialized Experience - GS-14: I have at least one year of specialized experience equivalent to the GS-13 grade level or pay band in Federal Service or equivalent experience in the private or public sector performing the following duties: 1) Analyzing and monitoring present and emerging trends that involve potential or known risk to the USDA operations; 2) Providing guidance regarding consistency among mission agencies and adherence to current policies, procedures, and regulations; 3) Working collaboratively with many personnel across the USDA to identify current and potential risk areas and risk mitigation strategies; 4) Presenting reports to upper management regarding risk management policies, processes and execution, and proposed solutions to identified risks; and 5) Administering a monitoring and auditing process to address areas identified by risk assessments related to research compliance areas for the organization and reporting across USDA.
