Supply Chain Management is seeking a full-time Supervisory Inventory Management Specialist at the Carl Vinson VA Medical Center in Dublin, Georgia.

Duties

The Supervisory Inventory Management Specialist for non-expendable (NX) assets/material serves as advisor and consultant to the Chief Supply Chain Officer (CSCO) and Assistant CSCO on property management matters for sound material management concepts, practices, and control of all personal property. Typical duties and responsibilities include, but are not limited to: Plans, directs, and manages the activities of the Material Management Section, to include property management, equipment management, full warehouse receiving, and distribution. Oversees lifecycle management of non-expendable assets and develops multi-year equipment/NX plans utilizing advanced automated NX planning tools. Conducts short, mid, and long-term advanced planning for new and replacement NX assets. Frequently interacts and coordinates with other service lines and stakeholders to balance competing priorities, including clinical requirements, technological enhancements, and budget constraints. Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase high-tech, high-cost medical/surgical devices and equipment. Conducts procurement review, analyzing quotes from vendors and recommending awards using "best value" approach while considering factors such as lifecycle, price, payment discounts, shipping costs, etc. Coordinates final disposition of NX assets. Implements best practices, principles, tools and concepts to evaluate and improve supply system performance. Manages and controls all inventory transactions. Initiates Reports of Survey for lost, damaged, or stolen property. Responsible for the accuracy of all personal property records. Supervises employees from separate but inter-related units. Makes recommendations for promotions, reassignments, and awards; develops position descriptions and performance standards, and conducts mid-year and annual performance reviews. Serves as Training Officer for the service. Work Schedule: Monday through Friday, 8:00am to 4:30pm Virtual: This is not a virtual position. Financial Disclosure Report: Not required NOTIFICATIONS: This is not a bargaining unit position. Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service. All applicants must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held OR one year of specialized experience at the GS-9 grade level. Veterans preference does not apply to current VA/Federal employees. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning, coordinating and executing an inventory and materials management program; directing and overseeing the lifecycle management of individual assets; conducting data/information analysis for acquisition planning; managing and controlling non-expendable equipment and assets; and exercising supervisory responsibilities to include planning, assigning and evaluating work and resolving complaints. NOTE: Such experience must be noted in your resume in order to qualify based on specialized experience. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; OR three (3) full years of progressively higher level graduate education leading to such a degree; OR an LL.M, if related. (TRANSCRIPTS REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The position is administrative/sedentary in nature requiring no strenuous physical effort. Sitting, walking and carrying of light items such as files will be required.
