This announcement is to fill several positions across the USDA Forest Service, Eastern Region, Region 9. This position is located at a Forest Service Unit and has primary responsibility in the administration of complicated timber sales having complex requirements and conditions on several Ranger Districts on the Forest. Duties

Ensure that all contractual obligations are met before making final inspection and recommending sale closure. Review plans and schedules with purchasers to confirm understanding of conditions and responsibilities to ensure contract conditions are met. Determine that all prerequisite plans, such as deposits, plans and measures are completed to meet contract requirements. Determine whether utilization, slash disposal, and erosion control are adequate to meet National Environmental Policy Act requirements. Coordinate environmental protection assessments with subject matter specialists to insure stream and land features are protected to meet National Environmental Policy Act requirements. Apply knowledge of current land management and resource protection policies that require consideration in the execution of timber harvest activities. Document all findings for the sale record in support of timber sales program. Prepare and performs annual review of Sale Administration Job Hazard Analyses as per occupational health and safety standards. Document employee performance expectations, performance appraisals, and developmental/training needs. Assist with the creation of unit work plans with standards in an effort to meet program standards. Performs Forest Service Representative (FSR) duties as designated by the Contracting Officer.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Your application and resume must clearly show that you possess the experience requirements. Transcripts must be provided for qualifications based on education. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-11 level: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-10); OR A Ph.D. or equivalent Doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.,(coursework must be directly related to the position being filled such as forestry, range management, agriculture); OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a Master's degree, i.e., more than 36 semester/54 quarter hours leading to a Ph.D.). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Examples of specialized experience include meeting one or more of the following: Administering timber sale contracts; identifying resource concerns on the ground and coordinating applicable corrective measures; performing timber sale preparation duties and collecting timber presale information data as well as completing appraisals of timber sales and selecting of contract provisions based on NEPA documents; conducting cruises of timber stands to determine volume of merchantable timber, species composition, accessibility, and environmental constraints. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
