This position is located in the Management Directorate, Office of Human Capital & Training, Training And Career Development Division. As a Supervisory Program Manager, the incumbent will serve as the Chief of USCIS Leadership Development and will manage all aspects of USCIS supervisory and leadership development courses and programs, guiding a team to ensure agency needs and goals are met.

Duties

Manage multiple agency-level leadership development programs serving GS-12 informal leaders through GS-15 supervisory managers. Supervise and evaluate the effectiveness of subordinate supervisors, instructors, and program managers. Oversee the design and revisions of leadership development curricula, courses, programs, and materials. Assess and evaluate the effectiveness of the curricula, courses, and programs. Serve as a subject matter expert in the topics of leadership, supervision, adult learning, and classroom facilitation and instruction. Provide and oversee coaching and consulting services to USCIS senior leaders on leadership and supervisory topics.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 08/09/2023. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 08/09/2023. GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Leading an office or business unit as a second-line supervisor including providing technical and administrative supervision to operational staff, administrative and support personnel, and overseeing staffing actions, logistics, and resource management activities to meet organizational requirements Teaching and/or instructing formal, instructor-led, leadership development courses -- both in person in a classroom setting and a virtual/online environment -- to adults from diverse backgrounds Working closely with staff to manage professional development classes and programs within an organization to include planning, designing, implementing, and evaluating specialized training programs Collaborating with various organizations to assess needs and develop new or improve existing programs that meet agency goals, including conducting courses, workshops and seminars Establishing yearly plans within fiscal constraints, and overseeing the execution to achieve goals and objectives Please read the following important information to ensure you submit everything we need to consider your application: It is your responsibility to ensure that you submit your responses and appropriate documentation prior to 08/09/2023.
