There will be several positions on the Allegheny, Mark Twain, Superior and Ottawa National Forests. This position provides subject matter expertise in the business administration and financial management phases of a Forest-wide resource products management and sales program. Duties

Duties listed are at the full performance level GS-11. Monitor and maintain the financial management contract or agreement. Conduct detailed administrative review of planned timber sale, stewardship contract or agreement pre-sale package. Analyze and interpret legislation and agency policies to facilitate audits on forest product resource activities. Develop solutions to problems and advise on remedies for financial contractual issues. Validate all post execution sale administration events and financial transactions. Assure transactions are posted to the forest product financial system and the agency core financial systems accurately and in a timely manner.

Requirements

  • Must be a U.S. Citizen or National.
  • Males born after 12/31/1959 must be Selective Service registered or exempt.

  • For the GS9: Incumbent must be a certified Level I Forest Products Resource Specialist within one year of starting date.
  • For the GS-11: A Level II Forest Products Resource Specialist certification is required for this position. Incumbents must complete the requirements for this certification within 1 year of appointment to this position.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. For the GS9: Incumbent must be a certified Level I Forest Products Resource Specialist within one year of starting date. The following is required for Level I certification: Thirty-two hours of Forest or Region level Timber Information Manager training. Twenty-four hours of formal Timber Sale Financial Management training. Twenty-four hours of formal Basic Sale Administration training. The duties and experience acquired in this position will be applied to the requirements for certification as a Level II Forest Products Resource Specialist. To obtain Level II certification, the incumbent must have met all of the requirements for Level I certification plus obtain a minimum of an additional two years of experience. For the GS11: A Level II Forest Products Resource Specialist certification is required for this position. Incumbents must complete the requirements for this certification within 1 year of appointment to this position. To obtain Level II certification, the incumbent must have met all of the requirements for Level I certification (Thirty-two hours of Forest or Region level Timber Information Manager training; Twenty-four hours of formal Timber Sale Financial Management training; Twenty-four hours of formal Basic Sale Administration training) plus obtain a minimum of an additional two years of experience. Specialized Experience Requirement: For the GS9: Applicants must have one year of specialized experience equivalent to at least the GS-07 grade level; OR Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or, LL.B. or J.D., if related; OR A combination specialized experience and education (only graduate education in excess of 18 semester hours maybe use to qualify applicants for this grade level). The education must have been obtained in an accredited college or university. Examples of specialized experience include meeting one or more of the following: Provided and maintained timber sale accounts and timber sale contracts; Maintained financial management of timber sales; Interacted with timber sale purchasers, contractors, and permittees to interpret and explain all financial aspects of contract and permit administration; and ensured the financial system is applied in a manner to ensure accuracy and proper procedures. For the GS11: Applicants must have one year of specialized experience equivalent to at least to the GS-09 grade level; OR A Ph.D. or equivalent Doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a Master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Examples of specialized experience include meeting one or more of the following: Ensured the correction of scale tickets and final corrections to the edit files until all entries are valid; Ensured all timber sale financial collections were processed in databases; Performed work related to the input, output, review, and analysis, posting, and adjustments to accounts; Analyzed timber sale contracts and audited timber sale statements of account to assure documents comply with appraisal, current direction, procedures, laws, and regulations; and Conducted bid solicitations and openings. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. This information must be provided for each permanent, temporary, or seasonal appointment/work assignment or volunteer work and should be clearly documented as a separate block of time. Incomplete, inaccurate, or conflicting work history may not be credited for qualifications purposes. This can result in an applicant not being considered for the position. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
