The primary purpose of this position is to serve as DoD - Defense Industrial Base (DIB) Collaborative Information Sharing Environment (DCISE) Organizational Readiness (OR) Branch Chief at the DoD Cyber Crime Center (DC3). Please see additional information section.
Duties
Manages mission knowledge, information, and situational awareness processes and systems.
Performs studies and establishes plans of action for improving the efficiency of information technology applications and processes. Performs studies covering the organization's information technology and process improvement status.
Assesses policy needs and develops policy and procedures governing IT activities. Plans, develops, approves procedures and interprets policy related to IT activities.
Performs supervisory personnel management responsibilities. Structures assignments and reviews work of subordinates based on priorities and deadlines, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.

- This position is designated noncritical-sensitive, and the incumbent must be able to obtain and maintain a Secret clearance. A non-disclosure agreement must be signed.
- This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. incumbent is required to: refrain from the use of illegal drugs and if requested, submit to urinalysis testing.
- The incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
- The incumbent will be required to be available for other than normal duty hours, to include weekends, to support exercises and crisis response.
- TDY will be required and may constitute up to 10% of work time. The incumbent may be required to travel by military and/or commercial aircraft in the performance of assigned tasks.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A).
SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements and convince management toward a specific course of action. Expert knowledge of the organization's policy and planning formulation process along with its missions, goals, and objectives to prepare IT polices and plans. Expert knowledge of organizational acquisition requirements, budgetary techniques, and financial status sufficient to identify needs and recommend adjustment of IT funding priorities. Mastery in developing IT policies and plans and to assess impact of changed policy and emerging technology on the organization's current IT plans and programs. Mastery in performing feasibility studies, performing cost analysis review, developing investment plans, and recommending a best course of action along with suitable alternatives.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of IT principles, concepts, and methods.
2. Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans.
3. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
4. Ability to understand technology, management, and leadership issues related to organization processes and problem solving.
5. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
6. Ability to plan, organize, and direct the functions and staff of an organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
