This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The incumbent will serve as a Maintenance Worker and alternate Bridge operator at the Vertical Lift Railroad Bridge and Cape Cod Canal Field Office in Buzzards Bay (Bourne), Massachusetts.

Duties

Conduct frequent inspections of the Railroad Bridge and other structures that are part of the Cape Cod Canal project. Maintain the general upkeep of the interior and exterior of facilities, making repairs as needed. Collect, record and compile data for submission. Operate radio and telephone communication equipment in normal and emergency conditions to communicate with field offices. Perform basic carpentry, plumbing and painting tasks.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires pre-employment drug testing. This position meets the criteria for random drug testing under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218.
  • Incumbent is required to sign a DA Form 5019, Condition of Employment for Certain Civilian Positions Identified Critical under the Department of the Army Drug-Free Federal Workplace Program.
  • This position requires successfully passing a pre-employment physical prior to being made an official job offer.
  • This position requires that the incumbent selected be willing to live within 30 miles of the railroad bridge for emergency railroad bridge operations.
  • Incumbent must possess a valid state motor vehicle drivers license or the ability to obtain and maintain one within 30 days for employment.
  • Incumbent must have access to reliable means of transportation in order to respond to emergency situations by reporting to the Bridge site within one hour after notification.
  • Ability to work nights and/ or weekends depending upon shift and scheduling requirements.
  • This position may require Personal Protective Equipment (PPE) to be worn if there is an exposure hazard.
  • This position requires that the Incumbent must be willing to work in inclement weather such as heat, cold, rain and/or snow.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) RAILROAD BRIDGE MAINTENANCE WORKER without more than normal supervision. To be determined minimally qualified, your resume must show ability to do the work of a Railroad Bridge Maintenance Worker, WG-4749-08 without more than normal supervision such as: maintaining and operating vertical railroad bridges or operating and maintaining machinery, gears, motors and hydraulics; visual examinations and operational tests to determine the need for of routine, non-routine and/or emergency repair work in trades such as electrical, electronic, hydraulic, mechanical, carpentry, plumbing and painting. I work under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. Failure to meet this Screen Out Element will result in an ineligible rating. PHYSICAL EFFORT: Makes repairs and installations from ladders, scaffolding, platforms, and other hard-to-reach places. Incumbent is required to stand, stoop, bend, pull, kneel, climb, reach, crawl, climb, and work in tiring and uncomfortable positions. Required to climb long flights of stairs and lengthy vertical ladders to access bridge work areas. Frequently lifts and carries tools, equipment, materials, and parts weighing up to 35 pounds. Occasionally lifts and carries items weighing over 45 pounds. Subject to call back in emergency situations. WORKING CONDITIONS: Works inside and outside, subject to rapid changes in temperatures from extreme heat and humidity to sub-zero temperatures and high winds. Other hazards include: working in close proximity to high voltage equipment and moving mechanical components; potential of falls from high places; and working over water. Position requires the use of personal protective equipment (PPE) including hardhats, safety shoes, fall prevention harness, hearing protection, safety goggles, etc.
