This position is located in Management Directorate, Office of Human Capital & Training, Training and Career Development Division. As an Instructional Systems Specialist, you will plan, design, develop, and manage all the phases of instructional design for job-related training. The incumbent will also analyze various methods for performance and job-based training and learning. .

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Analyze, Design, Develop, Implement, and Evaluate (ADDIE) model and Instructional Systems Design (ISD) process throughout the cradle-to-grave life cycle of instructional products and programs. Plan all of the major phases of the ISD process, including needs analysis, course/program/curriculum design and development, selection of instructional media and methods, and formative and summative evaluations. Serve as an analyst and program designer for major projects including the design, development, pilot delivery, or evaluation of courses or instructional packages. Provide education/training development expertise and leadership to improve systemic functioning of the USCIS mission and achievement of goals. Review and develop training products that comply with all Federal statutes, regulations, policies and standards. Establish and maintain current production plans for training and development programs. Develop guidance and training for content subject matter experts (SMEs) and other stakeholders concerning how they are to perform their development/production responsibilities. Monitors work unit program effectiveness and suggests efficient processes/procedures. Manages various databases and workflows associated with the management and reporting of work unit information. Gather, assemble, and analyze data in order to prepare metrics, to develop alternatives, and to make recommendations on program improvements.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 08/09/2023. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 08/09/2023. Basic Requirements: All applicants must meet the following basic requirements: (Must be supported in Transcripts from an accredited institution and Resume)Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours. GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Design and develop effective instructional programs. Plan, coordinate, design, and validate instructional materials. Use an instructional technology to design and develop eLearning, online, virtual, and blended classroom learning programs. Develop, review and revise online or eLearning instructional materials in accordance with established learning objectives regarding content, organization, style, format, emphasis, and treatment of the instructional materials to meet educational standards. OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. GS-12: In addition to the requirements at the lower grade level(s), you qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Apply adult learning principles with designing and developing criteria or requirements for training, testing, and evaluating new approaches and concepts for online, virtual, and e-learning workforce education or training programs. Provide guidance and recommendations regarding the processes used to analyze, design, develop, implement, and evaluate both traditional and non-traditional performance improvement interventions such as e-learning, virtual, online, resident training, and job aids. Conduct complex studies to determine the reliability and validity of tests through analysis of results of trial applications. GS-13: In addition to the requirements at the lower grade level(s), you qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Serve as a technical expert in the use of an internet based system to electronically deliver training. Transform standard operating procedures into testable electronic job aides as it relates to mandatory and required training. Recommend the application of new technologies to improve agency-wide competency training.
