These positions are located in the Bureau of Land Management, OR/WA State Office. The primary purpose of this position is to conduct aquatic inventories, and to monitor/evaluate aquatic special species habitat, including fish and amphibian habitats and their populations. These positions will be filled in the Cascades Field Office; Prineville Dist. / Central Oregon Field Office; Coos Bay District, Umpqua Field Office; and the Northwest Oregon District Office.

Duties

Salary Ranges - North Bend OR, Prineville OR, and Springfield OR: GS-09: $ 57,118 - $74,250 per year; GS-11: $ 69,107 - $ 89,835 per year Salary Ranges - Salem OR: GS-09: $61,275 - $79,655 per year; GS-11: $74,137 - $96,375 per year Major Duties for the GS-09 level will be similar to those listed below with closer supervision. At the full performance level (GS-11), Major Duties include, but are not limited to: Implementing fisheries programs for a Field Office, or the District, and coordinating with the District Plan and Annual Work Plan goals as they interrelate to other Field Offices, the District, and OR/WA State goals and priorities. (GS-11 only) Coordinating with field offices to plan, monitor, and report accomplishment; develop and tract budget expenditures; and coordinate District in-stream restoration goals. Ensuring compliance with existing consultation documents, preparing Essential Fish Habitat Assessments and Biological Assessments for consultation with National Oceanic and Atmospheric Administration-Fisheries under Sec. 7 of the Endangered Species Act, and preparing monitoring reports. Conducting habitat inventories and collecting field data on fishery habitat and other aquatic resources for input into project and resource management planning including National Environmental Policy Act document preparation. Participating on interdisciplinary teams to develop or evaluate project plans, develop alternatives, and analyze impacts of these projects to fisheries and aquatic resources; and participating in the preparation and review of resource management plans, watershed analyses, environmental analyses, and environmental impact statements. Entering data into various databases utilizing Global Positioning System (GPS) and Geographic Information system (ArcGIS) software systems.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. Basic Requirement, Fish Biology Series, GS-0482 A. Have a bachelor's or higher degree with a major in biological science that included: At least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; and at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields. (Excess course work in aquatic subjects may be used to meet this requirement when appropriate.) OR B. Combination of education and experience - courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in A above, plus appropriate experience or additional education. AND Minimum Qualification Requirement, GS-09: In addition to meeting at least one of the Basic Requirements listed above, applicants must also have specialized experience and/or education to meet one of the minimum qualification requirements described below for the GS-09 grade level: Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Analyzing and evaluating environmental conditions and proposed natural resource management actions or changing habitat conditions to assist others with data gathering activities; (2) Analyzing and evaluating data for the improvement of environmental, compliance with legally mandated actions/conditions, and/or commercial or recreational use of aquatic natural resources and fish habitat areas; (3) Identifying, interpreting, analyzing, and applying established approaches/solutions to unusual test results, problems, or issues; and (4) Preparing environmental compliance documents, to include writing technical reports and proposals on impacts to aquatic life. OR Education: Have successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, in biological science or a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position. OR Combination of Education/Experience: Have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify). Minimum Qualification Requirement, GS-11: In addition to meeting at least one of the Basic Requirements listed above, applicants must also have specialized experience and/or education to meet one of the minimum qualification requirements described below for the GS-11 grade level: Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Modifying and adapting standard techniques and processes to devise strategies that overcome resource problems related to aquatic life; (2) Monitoring and analyzing aquatic resources including fish and amphibian habitats and their populations to develop study plans for interdisciplinary projects; (3) Resolving problems in habitat restoration, construction, and/or program management issues that impact aquatic species; and (4) Preparing environmental compliance documents, to include writing technical reports and proposals on impacts to aquatic life. OR Education: Have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree or LL.M., in biological science or a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position. OR Combination of Education/Experience: Have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify). Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level; and one year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
