You will serve as an Attorney Advisor (General) in the Office of Counsel. This is a public notice flyer to notify interested applicants of anticipated vacancies. Duties

You will practice primarily in federal acquisition law, defend procurement decisions that are protested at the Government Accountability Office (GAO) and elsewhere. You will also be called upon to advise on information disclosure, fiscal law, and ethics / standards of conduct. You will be expected to advise on federal technology transfer law, including Cooperative Research and Development Agreements. You will work for Non-Federal Entities Agreements executed under 10 U.S.C.? 4892 (formerly ? 2539b), and other partnering instruments, other non-FAR agreements, as well as Export Control reviews. You will organize and conduct studies of legal problems that surface in the procurement process. You will interpret and apply statutes, executive orders, court opinions, opinions of the Attorney General and the Comptroller General, and apply overall Navy policy. You will serve as Assistant Counsel practicing business and administrative law at the Naval Research Laboratory. You will provide legal advice and services involving contracting policies and procedures You will give unreviewed, authoritative, oral and written legal advice on a wide variety of extremely difficult questions and problems.

This position is located at the Naval Research Laboratory (NRL) in Washington, D.C. Please see the list of required documents in the How to Apply section below that you must submit in your application NRL compensation falls under a Personnel Management Demonstration Project. The Project uses Career Levels (aka pay bands) for pay setting. This position has a full performance level of NO-V (GS-15 equivalent) and will be filled at the NO-III/IV/V (GS-12/13/14/15 equivalent) level depending on the qualifications of the successful applicant. To be eligible for selection at the NO-III level (GS-12 equivalent), the applicant must have two years of recent and relevant professional legal experience or be a current GS-12 (or equivalent) attorney within the Federal government. An applicant at the GS-12 level, may substitute a second professional law degree (LL.M.) that required at least one full academic year of graduate study for one year of professional legal experience. To be eligible for selection at the NO-IV level (GS-13 equivalent), the applicant must have in excess of two years of recent and relevant professional legal experience. To be eligible for selection at the NO-V level (GS-14 equivalent level), the successful candidate must demonstrate a minimum of three and one- half years of recent, substantial, and relevant professional legal experience. To be eligible for selection at the NO-V level (GS-15 equivalent level), the applicant must have at least five and one-half years of recent, substantial, and relevant professional legal experience. The pay band and equivalent grade level offered will be based upon the successful applicant's qualifications, funding availability, and Demo pay guidelines. Applicants will be evaluated based on the following: (1) the depth, breadth, and quality of their experience in federal acquisition law, technology transfer law, including CRADAs and Work for Non-Federal Entities agreements executed under 10 USC 4892 (formerly 2539b), and export control reviews; (2) the depth, breadth, and quality of their experience in other relevant practice areas, i.e., ethics/standards of conduct, fiscal law, FOIA, civilian personnel law, information disclosure, and partnering instruments; (3) their research, analytical, writing, and oral communication skills; (4) their interpersonal skills, including the ability to develop strong attorney-client relationships; and (5) their ability to work both independently and as part of a team. Knowledge of the DON, ONR, and OGC is desirable, but not mandatory. Applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or Law Firm/Office beyond the day-to-day legal practice are desired. The successful candidate must be a U.S. citizen, have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, be admitted to practice before a state or federal court, and be eligible to obtain and maintain a Secret level security clearance. Occasional travel may be required.
