You will serve as a EXPLOSIVE SAFETY SPECIALIST in the EXPLOSIVE SAFETY DIVISION, SAFETY DEPARTMENT of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will review explosive site approval requests for accuracy, to ensure Explosive Safety Quantity-Distances requirements are adequate. You will participate in the writing and reviews of local energetic instructions and standard operating procedures (SOPs). You will participate in the review of requests for deviations from explosives safety standards. You will participate in investigations of ammunition and explosive accidents, mishaps, incidents, or near misses.

Requirements

  • Must be determined suitable for federal employment.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a current Basics of Naval Explosive Hazard Control certification.
  • You will be required to obtain and maintain a current Explosives Safety for Naval Facility Planning certification.
  • You will be required to obtain and maintain a current Naval Explosives Safety for Supervisors/Managers certification.
  • You will be required to obtain and maintain a current Naval Motor Vehicle and Railcar Inspection certification.
  • You will be required to obtain and maintain a current ESO Orientation Course certification.
  • You will be required to take a Military Munitions Rule Awareness Training Course.
  • You will be required to take a Material Potentially Presenting an Explosive Hazarad Training.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (DA-02) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Developing and presenting safety training classes that address explosives safety practices and principles; 2) Monitoring and reviewing the facility grounding/lightning protection program for explosive facilities; 3) Reviewing requests for deviations from explosives safety standards; 4) Inspecting in and around explosive storage areas, magazines and operating facilities periodically but at least annually for compliance; and 5) Investigating ammunition and explosive accidents, mishaps, incidents, or near misses. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or
