About the Position: The Walter Reed Army Institute of Research (WRAIR) aims to conduct biomedical research that is responsive to Department of Defense and US Army requirements and delivers lifesaving products including knowledge, technology and medical material that sustain the combat effectiveness of the Warfighter.
Duties
Develop long and short-term Civilian training and development plans.
Coach, mentor, and manage a team of professionals.
Analyze and interpret personnel policies, procedures, and standards.
Use various Human Resources Information Systems (HRIS} and databases to perform tasks in support of civilian personnel programs.
Lead and participate in civilian personnel activities to include recommending, providing guidance related to and initiating personnel actions (i.e., recruitment, awards, incentives, contingency appointments and/or extensions, etc.).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Secret Security Clearance required.
- Two-year probationary period required.

WRAIR is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-04 pay band is equivalent to the GS-13 step 1 to GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this pay band equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualifications
Specialized Experience: One year of specialized experience which includes:1) Experience applying a mastery of a wide range of Army Civilian human resources management principles, concepts, regulations, practices, analytical methods, and techniques;(2) Experience providing advice on functional operation of Army Civilian human resources management for multiple personnel systems; AND(3) Experience advising/interacting with Senior Leaders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-03 GS-12).
