Duties
This Medical Records Technician (Cancer Registrar) position is located in the Surgery Service at the Milwaukee VA Medical Center. The work of the position supports the care and treatment given to patients with malignant conditions.
Duties Include:
Is responsible for planning, organizing, actuating, and controlling all activities in the Oncology Patient Registry Program. In this capacity, the Cancer Tumor Registrar coordinates activities associated with the Tumor Board and the Cancer Program at this VA Healthcare System.
Utilizes coding references to ensure that complete and accurate data is collected. Codes information contained on several forms and documents that makes up an entire record; codes diseases, surgical procedures, and co-morbid conditions. In addition, uses specific codes required in a cancer registry, stage of disease, morphology and topography using International Classification of Diseases for Oncology, AJCC Staging Manual, and the Facility Oncology Registry Data Standards (FORDS) manual.
Thoroughly searches the medical record to identify and abstract/code by including collecting, summarizing and coding all detailed demographic and clinical information and treatment.
Codes stages of disease using American Joint Commission on Cancer's staging requirements. Utilizes pertinent references such as coding references to ensure complete and accurate data is captured.
Codes complicated medical records having diagnostic, surgical and therapeutic procedures that are identified as difficult to classify.
Reviews records to obtain data.
Enters, updates, lists, deletes and prints relevant cases data obtained from the record into the VistA Tumor Registry database.
Analyzes data retrieved and provides the results to health care staff for research, patient care, protocol studies and trends in cancer.
Review lifetime follow-up on patients including cancer status and vital status.
Supports the multiple tumor board conferences by preparing, coordinating, and distributing agendas as directed.
Support cancer case reporting to the State of Wisconsin as required by State and Federal Regulations.
Supports the Registry in accordance with VA, VISN, and facility standards of an Approved Cancer Program and meets the needs of the users of the registry data.
Work Schedule: Monday - Friday 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/09/2023.
BASIC REQUIREMENTS:
Must be a U.S. Citizenship.
Must be proficient in spoken and written English.
Experience: Must possess one (1) year of experience that indicates knowledge of medical terminology and general understanding of the health record. Six months of the required one year of experience must have provided the knowledge, skills and abilities (KSAs) needed to perform MRT work.
OR
Education: Must have successful completed Two (2) years of education above high school with a minimum of 12 semester hours directly related to MRT work (e.g., courses in medical terminology, anatomy and physiology, and introduction to health records). (TRANSCRIPTS REQUIRED)
OR
Combination Education and Experience: Must possess one of the following education/training substitutions for combining education and experience. (a) Six months of experience that indicates knowledge of medical terminology and general understanding of health record and one year above high school with a minimum of 6 semester hours of health information technology courses. (b) Successful completion of a course of medical technicians, hospital corpsmen, medical service specialists, or hospital training obtained in a training program given by the Armed Forces or the U.S. Maritime Service under close medical and professional supervision may be substituted on a month-for-month basis for up to six months of experience provided the training program included courses in anatomy, physiology, and medical record techniques and procedures. Also requires six additional months of experience that indicates knowledge of medical terminology and general understanding of the health record. (TRANSCRIPTS REQUIRED)
In addition to the Basic Requirements, applicants must meet the following GRADE REQUIREMENTS
GS-6 LEVEL: Must possess at least one full year experience as a MRT (Coder) to the next lower level (GS-5)
In addition to the experience above, the candidate must demonstrate the following KSAs:
1. Basic knowledge of medical terminology to understand the content of the medical record;
2. Basic knowledge of anatomy and physiology to understand the location of the cancer;
3. Skill to operate computerized programs in order to review documentation within the electronic medical record; and
4. Ability to notify appropriate parties and organize all required documentation to ensure complete case presentation at Tumor Board.
GS-7 LEVEL: Must possess at least one full year of experience as a MRT (Coder) equivalent to the next lower level (GS-6) Experience includes searching the medical record to identify and abstract/code information. Abstract is conducted by collecting, summarizing and coding detailed demographic and clinical information and assisting with organizing and maintaining the cancer registry data system. Assisting with lifetime follow-up on patients including cancer status and vital status. Coordinating and participating on tumor boards to ensure that appropriate documentation is maintained.
In addition to the experience above, the candidate must demonstrate the following KSAs:
1. Knowledge of pathophysiology in order to understand the spread of the cancer disease process;
2. Ability to analyze the electronic health record and enter appropriate data into the OncoTrax cancer registry software abstract; and
3. Knowledge of ACoS standards regarding tumor board, including clinical staging, prognostic indicators, clinical guidelines, and clinical trials availability.
GS-8 LEVEL: Must possess at least one full year of experience as a MRT (Coder) equivalent to the next lower level (GS-7) Experience includes thoroughly searching the medical record to identify and abstract/code all information. Organizing and maintaining the cancer registry data system. Reviewing lifetime follow-up on patients including cancer status and vital status. Coordinating and attending multidisciplinary tumor boards to ensure that appropriate documentation is maintained. Abstracting by collecting, summarizing and coding detailed demographic and clinical information.
In addition to the experience above, the candidate must demonstrate the following KSAs:
1. In-depth knowledge of professional registry operations;
2. Advanced knowledge of medical terminology, staging of cancer, and requirements of internal and external approving organizations;
3. Knowledge of cancer committee processes and procedures in order to improve patient care and verify compliance with ACoS and/or facility standards;
4. Ability to serve as a subject-matter-expert on cancer programs for the medical center; and
5. Skill in utilizing electronic health records and cancer registry software.
The actual grade at which an applicant may be selected for this vacancy is in the range of GS-4 to GS-8. The full performance level of this vacancy is GS-8.
Physical Requirements: The work is primarily sedentary. Physical demands do not exceed those of a typical office setting. There may be some walking, standing twisting, turning, sitting, pushing, bending, repetitive keyboarding, or carrying of light items. Some positions may require sitting for long periods of time at a computer terminal typing data while talking on a telephone headset.
