Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Facilities and Asset Management, located in Washington DC.
Duties
Joining Customs & Border Protection (CBP), Office of Facilities and Asset Management, will allow you to use your expertise to manage and direct all operations related to facilities related to programs, policies, and new and continuing initiatives of a major CBP Program Office with operational functions. This position starts at a salary of $155,700.00 (GS-15, Step 1) to $183,500.00 (GS-15, Step 10) with promotion potential to $183,500.00 (GS-15 Step 10).
Typical duties include:
Serving as the Director of an Operational Facilities Division responsible for serving as CBP's portfolio manager for the agency's large, complex, and diverse facilities. The portfolio includes approximately 5,000 buildings and structures (with approximately 27 million square feet of building space) and 5,600 acres of land.
Overseeing the planning, construction, maintenance, repairs, operations, and sustainment of OFAM's facilities pertaining to CBP's Office of Air and Marine, the United States Border Patrol, and the Office of Field Operations to enable the CBP and DHS missions of protecting America and its citizens while facilitating legitimate trade and travel.
Forecasting fiscal requirements and execution of multi-year $1.7B operational budget.
Advising the Assistant Commissioner (AC) and senior leadership on relevant CBP matters such as plans, initiatives, issues, futures, and policies, and utilizing a high degree of tact, discretion, and diplomacy when speaking for AC/senior leadership with internal/external stakeholders.
Qualifications
Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Overseeing a large, complex, and diverse multi-billion dollar facilities and infrastructure management portfolios that resulted in timely and effective planning, delivery, operation and sustainment.
Leading negotiations with high level officials/executives, government agencies, or foreign governments.
Providing leadership and directing sub-organizations in complex engineering/construction facilities projects, architecture studies and projects, and building operations.
Overseeing a complex multi-million dollar budget; participating in Congressional engagements, hearings, dealings with Office of Management and Budget (OMB), White House, Congressional engagement and advocacy efforts, or other high visibility dealings.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/09/2023.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
