This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located at Beale Air Force Base.
Salary negotiation may be available for those candidates who are new to Federal service.
Duties
Performs a wide variety of difficult and complex laboratory tests and examinations in the chemistry, serology, hematology, urinalysis, immunohematology, and microbiology sections of the laboratory.
Select appropriate test methodology to use and recognizes when test values are positive or exceed a defined decision limit.
Evaluate validity of data in relation to the test system and assay procedures.
Perform a variety of diagnostic tests, macroscopic, and microscopic examinations of cultures of numerous species of bacteria.
Calibrate various analyzers as required and runs quality control samples on all instruments.
Research the availability of unusual testing.
Provide information, guidance, and technical advice to doctors and clinic personnel on specimen collection and submission.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
- If selected, the agency will provide information regarding what documentation is needed and how to request any legally required exceptions from this requirement.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact.
- Must be able to obtain and maintain current Basic Life Support (BLS) certification through American Heart Association (AHA) or American Red Cross. Advanced certification (e.g., ALS) does not supersede BLS.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes performing laboratory testing in three or more of the following areas: chemistry, hematology, urinalysis, microbiology and/or serology; conducting quality control procedures on equipment; and collecting and processing laboratory specimen.
The OPM Qualification Standard provides the following examples: a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full years of graduate level education in a field directly related to the work of the position, such as Clinical Laboratory Science, Chemistry, or Microbiology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
AND
Certificate: This position has a selective placement factor which must be met prior to employment and for continued employment: This position requires a Medical Laboratory Technician (MLT) Certification. Certification from the American Society for Clinical Pathology (ASCP), American Medical Technologist (AMT) or other board or registry deemed comparable by Office of the Assistant Secretary of Defense for Health Affairs (OASD(HA)) or their designee as a Medical Technologist (MT) or Medical Lab Scientist (MLS) is required.
