About the Position: Serve as a Supervisory Procurement Analyst for the U.S. Army Mission and Installation Contracting Command (MICC) located at Fort Cavazos, Texas.

Duties
Serve as a Branch Chief, providing oversight and support for procurements involving highly specialized, enterprise, and/or complex services contracts of significant importance to the Contracting Center.
Work with serviced customers to understand procurement requirements and implements Federal procurement rules, laws and procedures to achieve contract solutions.
Identify potential areas of difficulties, including cost overruns and need for future funding requirements.
Conduct a complete and comprehensive review of acquisition documents prepared by procurement staff for compliance with procurement laws, regulations, policies, and procedures and to ensure the use of sound business and management practices.
Conduct research and analyzes the latest market trends, commercial practices, and technological advances for possible use in improving innovations and efficiencies in Army contracting.
Plan work to be accomplished by subordinates, sets and adjust short-term priorities, and prepare schedules for completion of work.
Participate in all phases of the acquisition process from requirements definition through contract completion.
Identify developmental and training needs of employees, providing or arranging for needed development and training.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Must meet position requirements for Contracting Certification within 36 months of entrance on duty according to the DoDI 5000.66, change 3.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- One year trial/probationary period may be required.
- One supervisory year trial/probationary period may be required.
- You may be expected to travel up to 20% for this position.

Basic Requirement for Supervisory Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
One year of specialized experience which includes 1) Leading a Contracting or Procurement office, planning, organizing and carrying out contracting services; 2) Reviewing solicitations, contracts, and procurement compliance reports to align with applicable policies, regulations, and statutes; 3) Performing pre-award and post-award functions such as; price/cost analysis, contract negotiation, and close-outs; and 4) Training new personnel on contracting and procurement procedures to support career progression. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
