Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is to serve as an Air Reserve Technician (ART) officer is directly responsible to the Unit Commander to manage the Commander's Inspection Program (CCIP) for the wing/group. Serves as the unit point of contact for the coordination and execution of the Unit Effectiveness Inspection (UEI). Responsible for integrating supporting inspection/events into unit activities. Supervisory duties are performed less than 25 percent of the work year. RESPONSIBILITIES: 1. Manages the Unit Effectiveness Inspection Program. Oversees, plans and executes Unit Effectiveness Inspection program. Monitors the progress of continuous evaluation of subordinate units. Ensures representative data is collected for all Major Graded Areas (MGA). 2. Plans, schedules, and executes inspections and exercises. Develops, plans, executes, and controls inspections and exercises to accurately assess unit effectiveness and readiness. As subject matter expert, evaluates unit ability to perform mission using unit assigned aircraft or equipment. 3. Leads/trains/manages Wing Inspection Team (WIT). Serves as WIT Chief. Ensures WIT personnel are properly selected and trained. Identifies the range of expertise needed in the WIT and selects subject matter experts (SMEs). Maintains unit listing of WIT personnel and produces the WIT letter. 4. Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies and support system concepts. Interfaces with NAF, MAJCOM headquarters and other agencies on readiness and inspection issues. Represents the organization during visits with government and industry representatives. 5. Exercises supervisory personnel management responsibilities less than 25% of the time ( for positions with less than 5 full-time subordinates). Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and equal employment opportunity (EEO) and diversity objectives.

Qualifications

OBLIGATED POSITION: This position is obligated to the former incumbent who has return rights to this position under 10 U.S.C. 1586. Upon the employee's return you are subject to being displaced from this obligated position. Every effort will be made to find an equivalent position for you at the same grade for which you qualify within the commuting area without loss of seniority, status, or tenure In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-11) or equivalent. Specialized experience includes applying a wide range of qualitative and quantitative methods for the assessment and improvement of critical unit plans and programs such as mission and flight operations, tactical training, deployment, mobilization, budgeting, exercise planning. Ability to plan, organize, and develop studies or projects, and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial resources, and require extensive changes in established concepts and procedures. Skill in designing and conducting comprehensive studies, and developing solutions to broad, important, and severe command operational and contingency areas. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of inspection and exercise planning, inspection criteria, deployment and employment processes and a mastery of, and skill in applying laws and regulation to inspection and compliance work 2. Knowledge of the mission, organization, programs, and functions of the unit and a thorough understanding of their relationship to Air Force systems. 3. Skill and ability in oral and written communications to prepare and deliver briefings, lead discussions, motivate personnel, conduct workshops and seminars and prepare project and staff reports. 4. Expert knowledge of analytical and evaluative methods and techniques to analyze, review, and assess unit effectiveness. 5. Skill in identifying and analyzing compliance issues and developing expert technical advise and making expert recommendations to resolve substantive issues. 6. Knowledge of interrelationship of data gathered from units with different missions in developing measurements to improve organizational effectiveness. 7. Ability to plan, organize and direct the functions and staff of a small to medium sized organization. OTHER SIGNIFICANT FACTS: 1. This is an Air Reserve Technician (ART) Officer position. The incumbent is required to meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). 2. This is an AFRC key management position in which the incumbent is required to formulate, determine or influence policies of the assigned units. 3. As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice. 4. The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY). 5. This position is designated as a mobility position. The incumbent must be willing to move/transfer to another unit /location on a lateral or promotion basis as directed by HQ AFRC. 6. Position requires the incumbent to obtain and retain the clearance level designated for the position. Must be able to obtain and maintain a Secret clearance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
