The primary purpose of this position, FACILITY OPERATIONS SPECIALIST, GS-1640-09, POTENTIAL GS-1640-11, is to serve as the facility operations specialist responsible for multiple software development facilities within the organization characterized by equipment, software integration labs and facilities.
Duties
Plan and coordinate all work requirements and complex projects to maintain software facilities.
Oversee facility management resources including personnel, service contracts, financial programs, space utilization, and information resources.
Implement and evaluate programs to manage safety risks, fire safety risks, facility response to emergencies, and to manage risks associated with physical security, hazardous materials, and waste.
Attend staff meetings, working groups, and coordinate with various personnel to accomplish facility work.
Plan and estimate job orders for repair, alterations, equipment installation, and construction of facilities which are considered of urgent or high value.

- PHYSICAL: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL.
- The work may require the employee to drive a motor vehicle. Must be able to obtain and maintain an appropriate valid driver's license.
- Serves "on call" and may be required to be available after duty hours when problems arise. The incumbent is subject to call seven days a week, 24 hours a day.
- The employee is required to obtain and maintain a Secret clearance.
- The work involves physical activities such as walking, bending, crouching, stooping, stretching, reaching, and climbing (to include ladders) to perform a variety of tasks.
- Tasks are associated with checking high-voltage electrical equipment, climbing on roof tops of multi-story buildings, etc., while inspecting equipment and systems.
- The employee is required to lift, with assistance, equipment or items weighing in excess of 25 pounds.
- The work involves regular and recurring exposure to moderate risks and discomforts such as loud mechanical room or laboratory noises, compressed gases, hazardous materials handling, and electrical hazards.
- The work involved regular and recurring expose to outdoor areas during inclement weather, indoor machinery associated with an industrial environment, snow removal, and other hazards.
- The employee must continually stay alert and take special precautions including wearing special protective items of clothing.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-1640, Facility Operations Services Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
TARGETED POSITIONS: This position is a developmental (e.g.: GS-09 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience that provided a knowledge of the practices and procedures related to property management, maintenance, materials requirements, and building operation and repair. This experience may have been gained in work such as budget or report preparation, maintenance of property and financial records, or trades or crafts work requiring technical knowledge or judgment.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Examples of specialized experience includes managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
OR
EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree in engineering, industrial arts, property management or business administration, or LL.B. or J.D., if related. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of one full year of graduate level education or superior academic achievement leading to such a degree in the majors listed above and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-11
SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Examples of specialized experience includes conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; and performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree in the majors listed above, or LL.M., if related. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a comprehensive range of principles, concepts, and practices concerning complex technical requirements for facilities and equipment.
Knowledge of basic Air Force budgeting principles, concepts, and practices.
Knowledge of safety and security practices, to include physical security and information protection, for classified facilities and Air Force organizations.
Skill to determine deficiencies and prepare complete documentation for new construction or repair and alteration projects.
Ability to read and interpret paper or computer-based engineering drawings and schematic diagrams, and to use automated systems to retrieve, maintain, and update documents and records.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
