Supervises the performance of and perform duties related to coordination and administration of the comprehensive emergency management program for emergency preparedness and response responsibilities.

Duties

Duties and responsibilities include, but are not limited to: Develops, implements, sustains, and maintains policies and guidance within the VHA, local, and community. Serves as an expert advisor to all levels of management involved in disaster preparation, training, and response and recovery operations. Provides leadership with direction management, professional and technical expertise regarding the development and implementation of the Comprehensive Emergency Management Program (CEMP). Serves as the local program manager for First Receiver Decontamination; monitors the Decontamination Unit Leader in organizing and coordinating all areas of responsibility related to the Decontamination Response Team. Supports and provides advice and guidance to the Healthcare System Director, Deputy Director, VISN and VA Medical Center Directors, Service Chiefs, and other program managers on all aspects of emergency management. Provides personnel and contractors with direction and advice regarding Emergency Management activities, policies, procedures, guidelines, directives, and organizational information Reviews, analyzes, and coordinates the implementation and evaluation of exercises to test and analyze the healthcare system's comprehensive emergency management plans and associated programs Assists the Area Emergency Manager in maintaining and reporting daily bed inventory. Ensures the emergency response results and conclusions lead to a continual improvement of the emergency management program throughout the healthcare system. Coordinates the Healthcare System efforts and engages staff. Collaborates with community partners and stakeholders ensuring guidance for continuity of care during any planned or unplanned event. Serves as an advisor and representative on Emergency Management issues. Serves to assist in management over the overall healthcare, mission, and functions; provides direct support to other facilities in their Emergency Management preparedness and planning efforts. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to changes based on the needs of the facility Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: - Ability to prepare, and execute a coordinated emergency management response to prevent, protect from, mitigate against, prepare for, respond to, and recover from emergencies and disasters. - Ability to collaborate and serve with and contribute to various program coordinators relating to such programs as Emergency Management (EM), Safety, Pharmacy Cache, Clinical Support, and Law Enforcement. - Collaborates with community partners to support the execution of national objectives. - Ability to participate in the development, coordination and review of directives, white papers, Medical Center Memorandum, service support agreements, standard operation procedures, policy matters and related documents issued by the VHA and the Healthcare System. - This position interacts in a professional and competent manner daily with individuals of executive-level responsibilities and authority. - Establish workload priorities, makes assignments based upon the difficulty/complexity, the type of work and the employee capabilities. Reviews, accepts, or rejects work accomplished by collaborating with internal and external stakeholders to ensure technically accurate and time-sensitive responses to all projects, assignments, or correspondence. - Ability to communicate effectively to multiple stakeholders and represent the executive team at the Local Emergency Planning Committee (LEPC) and federal, state, county, and local levels. - Ability to perform program analysis, evaluations and reviews ensuring plans are currently meeting both internal and external requirements. - Serves as subject matter expert to the Medical Center Director and Executive Leadership Team during system disruption, natural disasters or medical surges impacting populations. - Ability to serves as the local program manager for First Receiver Decontamination Team monitoring the Decontamination Unit Leader in organizing and coordinating all areas of responsibility. - Ability to identify when to active and directly support the Incident Management Team. Physical Requirements: The work is sedentary during non-emergency situations. However, participation in field exercises and operational support missions may require strenuous physical activity to include carrying person and equipment, walking long distance, climbing, working long hours, long periods of standing, and bending. Incumbent must have and maintain a valid motor vehicle operator's license. During emergency situations the incumbent may be required to remain available 24 hours per day, seven days per week for multiple weeks. Incumbent is subject to work under emergency notification and contact procedures.
