This position serves as the Program Support Assistant for the Nurse Recruiter at Lexington VA Health Care System and serves as the primary support staff for coordination of Nursing applications for all full-time, part-time and fee basis Registered Nurses (RNs), Licensed Practical Nurses (LPNs), Nursing Assistants/ Health techs and Advanced Practice Registered Nurses (APRNs), facility wide. 1st area of consideration: current, permanent employee of the Lexington VA Health Care System

Duties

You are responsible for administrative functions and assignments made by the Nurse Recruiter, who is aligned to the Office of the Associate Director for Patient Care Services. He/she provides for the overall administrative management of Nurse Recruitment activities for the organization. Duties include, but not limited to: Distributes and processes nursing applications, screens and reviews for accuracy and provides summary of applicant qualifications for review/ assessment by the Nurse Recruiter. Maintains and updates applicant tracking database, schedules appointments for interviews and/or walk-in applicants, Responds to inquiries regarding vacancies, recruitment initiatives and the hiring/application process in a courteous manner. Incumbent is able to navigate applicable websites to update and post open positions and direct applicants to view current job postings Maintains an orderly filing system, purging files or preparing new files, as appropriate. Updates applicant-tracking database on a regular basis. Incumbent maintains qualification standards, rating schedules, sample announcements, open continuous and applicant supply files and USA Job Placement files. Assists with special projects and data collection efforts requiring knowledge of positions and people in the workforce and turnover characteristics. Resolves problems encountered by applicants or current staff inquiring about job opportunities, obtains employee information and staffing information (at the first level and speaks for the Nurse Recruiter on non-clinical issues). Assists with salary surveys, conducts outreach activities, screens applicants for eligibility, prepares advertising requests, contacts applicants to tentatively discuss employment options, develops and maintains database for recruitment/retention process form initial contact through boarding, appointments, and monitors and receives Resource Council minutes. Notifies applicants, as warranted, of proper recruitment procedures, documentation requirements, and application deadlines. Incumbent has the knowledge to identify the staffing needs of all department. Types, reformats and finalizes various documents and items including correspondence, memoranda, applicant letters, and reports of contact. Incumbent is grammar proficient and able to compose letters independently for approval of the Nurse Recruiter. Prepares documents on the certificate for interviewing. Collaborates with Human Resources' staff in assisting with VetPro, verifying licensure, and ensuring all required documents are provided. Arranges conference calls, meetings, and/or appointments with individuals, and/or groups (within and outside the medical center) at the request of the Nurse Recruiter, coordinating time and place, and securing necessary material, equipment, and location. Completes travel requests and travel claims for the Nurse Recruiter as needed. Performs typing, utilizing word processing equipment and software. Prepares materials as needed for recruitment, such as pamphlets, flyers, and comparable items. Uses advanced software functions (i.e., Excel, PowerPoint, Word and Vizio) to generate tables, graphs, and analyze data. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2023. Interchange Agreement: Applications will be accepted for this position under the Interchange Agreement as outlined in VA Handbook 5005, Part III, Appendix C. This agreement allows for the movement of Title 38 and Title 38 hybrid personnel, who have at least 1 year of full-time continuous service, to apply for competitive service positions. OPM 90 Day Waiting Period: OPM requires that all current permanent federal employees serve 90 days after their competitive selection in their current Title V position prior to moving to another position. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience maintaining databases and utilizing various software programs to extract pertinent data, prepare a variety of reports, regenerate tables, and graphs.; prepare correspondence and reports ensuring correct grammar, spelling punctuation and in correct format; accurate record keeping and maintain a calendar of required reports and ensure proper completion. This experience must be detailed in your resume to receive credit. You will be rated on the following Competencies for this position: ClericalCommunicationsComputer SkillsManages and Organizes Information Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary, but requires some stooping, bending, reaching, lifting, pushing, good eyesight and hearing. The lifting or carrying of objects involves objects weighing no more than ten pounds. The ability to concentrate on a task being performed is necessary due to the frequent nature of interruptions during a normal workday.
