The Supervisory Social Worker serves as the Lead Social Worker for Mental Health and Recovery Services is responsible for securing clinical supervision and planning for social workers in the Department of Mental Health and Behavioral Science Care Line. The Supervisory Social Worker will ensure that all social workers within the mental health division meet social work standards.

Conducting position management reviews of all positions within their area of responsibility to ensure the most efficient and effective position management structure and utilization of staff are being achieved. Consults with Division Directors and administrative supervisors regarding social work functional statements and scope of practice for social work within behavioral health. Providing orientation and training to staff who are new hires, assume new positions, or have a change in their assigned duties and responsibilities. Provide mentoring for behavioral health social workers and contributes expertise collaboratively with other mental health discipline leads on overall delivery of mental health services. Ensuring social workers actively pursue meeting and maintaining state requirements for licensure or certification starting from the date of their appointment and continuing throughout their employment in the GS-0185 occupational series. Ensures timely completion of peer reviews to ensure confidential and non-punitive assessments of care for behavioral health social workers. Providing unlicensed or uncertified social workers with the written requirements for licensure or certification at the independent practice level, including the time by which the license or certification must be obtained and the consequences for not becoming licensed or certified at the independent. Conducting reviews of staff performance and competency, to include work assignments, tasks, documentation, productivity, and related or associated performance metrics, quality monitors, accreditation standards, or aspects of an employee's work. Formal reviews will be conducted at least twice annually (i.e. a midyear performance evaluation and an end of rating period evaluation Working with Mental Health and Behavioral Science Department Directors to ensure that the social work needs of the departments are met at the highest level of the social work license. Participates in strategic planning for both MH/BS and social work. Provides staff development opportunities. Develops programs and processes to serve Veterans and staff. Arranges for coverage of vacancies as appropriate. Provides clinical support and clinical treatment as necessary (10%) Work Schedule: Monday through Friday, 8:00am-4:30pm Telework: Not Available Virtual: This is not a virtual position. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part). English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C.? 7403(f). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Exception. VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. This exception only applies at the GS-9 grade level. For the GS-11 grade level and above, the candidate must be licensed or certified. At the time of appointment, the supervisor, chief social work or social work executive will provide the unlicensed/uncertified social worker with the written requirements for licensure or certification, including the time by which the license or certification must be obtained and the consequences for not becoming licensed or certified by the deadline. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Social Worker, GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. Ability to provide staff training and development. References: VA Handbook 5005, Part II, Appendix G39; GS-13 Supervisory Social Worker The full performance level of this vacancy is 13. Physical Requirements: Physical demands of the work are generally minor. The work is primarily sedentary. There is some walking, standing, bending, and carrying of light items such as papers, files, manuals and records.
