The primary purpose of this position is to implement English Language Training Programs (ELTP) to support Department of Defense (DOD) agencies; to serve as the Defense Language Institute English Language Center (DLIELC) technical advisor and analyst to heads of DOD agencies, organizations and schools.
Duties
Establishes implements and conducts English Language Training Programs (ELTP) as consultant and advisor to Heads of DOD agencies, organizations, schools, etc. in a nonresident location.
Instructs upper level English for Special Purposes (ESP) classes to include those for high-ranking international military officers.
Manages, implements, develops and evaluates instruction materials as needed.
Represents assigned DOD agency/school/program, as well as DLIELC, to a variety of organizations and customers, both US and international.

- Highly Desired / four-year degree and professional knowledge in the field of EFL/ESL, English, or applied linguistics. and one year's experience teaching EFL/ESL at the adult level.
- Incumbent must sign a mobility agreement under the provisions of the agency mobility program. Incumbent must be willing and able to travel by military and commercial air in CONUS and OCONUS.
- Must have and maintain a secret clearance as a condition for continued employment in this position.
- Because of the high-level political and military implications of this program, must possess tact, discretion and diplomacy. Personality, appearance and general bearing must be such as to reflect credit upon both DLIELC and DOD. (Con't)

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. NOTE: You MUST submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: -- Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You MUST submit a copy of your transcripts.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes, 1) Professional knowledge of ELTP management, including use of resources and current EFL principles, to make recommendations for implementation of new programs/courses and recommendations for improving existing programs/courses in meet specific objectives of assigned agency/school. 2) Knowledge of relevant DOD, DSCA, MILDEP, USAF and DLIELC policies and procedures related to ELTP development and implementation in order to provide pedagogical and managerial guidance to assigned agency/school. 3) Knowledge of current EFL curriculum methodology and design to complete needs analysis, development and evaluation of course curriculum. 4) Knowledge of current EFL instructional methodology and techniques to effectively train international military students to include high-ranking officers enrolled in advanced courses. 5) Knowledge of current EFL test and measurement principles and practices to include specific knowledge of the DLIELC ECL test, ALCPT and OPI: must have completed Oral Proficiency Interview rater training.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of the principles, approaches, methods and techniques of teaching English as a foreign or second language; knowledge and experience teaching the DLIELC American Language Course (ALC); knowledge of training administration, policies and procedures.
2. Knowledge of EFL/ESL instructional design and materials development to include the use of technology in the classroom.
3. Knowledge of testing theory and practice with particular emphasis on the English Comprehension Level (ECL) -- the official DOD English language test, the American Language Course Placement Test (ALCPT) and the Oral Proficiency Interview (OPI) rating scale and procedures. Must have received training as an OPI rater: certification is desired by not required.
4. Ability to interpret and apply DOD and DLIELC policy, regulations, manuals and directives as they pertain to ELTPs and to explain them to a variety of audiences.
5. Ability to develop management plans for building new ELTPs and to evaluate existing ELTPs and make appropriate recommendations for their improvement. Ability to assess progress towards program objectives and to analyze, evaluate and accomplish special studies and projects. Ability to organize and direct a team to complete a specific project.
6. Ability to independently interact with all levels of personnel in multinational forums; to communicate effectively both orally and in writing. Skill in writing informational and analytical reports and professional correspondence and in delivering briefings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
