The GEMS Coordinator will perform coordination of efforts for the VAMC staff involved with the GEMS to ensure that the GEMS is developed and implemented in accordance with the Veteran's Health Administration and VA Medical Center policy and guidance. They are further responsible for ensuring that the GEMS results in findings and conclusions that lead to continual improvement of environmental programs at the VA medical center.

Duties

Duties include and are not limited to: The GEMS Coordinator is responsible for applying environmental science and technology to demonstrate relationships between the operation of the VA Medical Center with human health, ecosystems, environmental media and natural resources. The GEMS Coordinator provides leadership and direction to management, professional and technical personnel regarding the development and implementation of the facility GEMS. The GEMS Coordinator plans, organizes, implements, oversees, and provides technical assistance to achieve and maintain compliance with current federal, state, and local environmental regulations. Assignments include, but are not limited to, domestic and industrial wastewater treatment and disposal; safe drinking water; treatment, storage and disposal of hazardous and non-hazardous solid waste; release of hazardous material/spill response; air pollution control; environmental media permitting; toxic substances; and regulatory oversight. The GEMS Coordinator provides technical expertise for the design, modification, operation and maintenance of VA Medical Center facilities and infrastructure to ensure compliance with environmental regulations. The GEMS Coordinator is also responsible for managing VAMC environmental program(s) and coordinating the efforts of VAMC organizations that relate to environmental matters. The GEMS Coordinator develops and implements environmental policies, procedures and systems. Advise management on how environmental policies, procedures and systems will affect the operation of the VA Medical Center. Evaluate, modify and implement pollution prevention alternatives at the VA Medical Center to reduce the generation of waste. Manage and/or provide technical advice regarding response to environmental emergencies including releases/spills of hazardous material. Facilitate the exchange of environmental information to VA Medical Center staff, including the development and implementation of training and educational programs related to environmental programs. Develop and present to upper-level VA Medical Center management budgetary information related to environmental programs. Manage computer programs and databases to enhance management of environmental programs. Review how expansion, modifications, closures of existing facilities and infrastructure and new construction of structures and infrastructure will affect the environment, provide information that will minimize adverse impacts to human health and the environment and reduce the VA Medical Center's vulnerability. Measure the effectiveness of existing environmental programs and recommends additions to environmental program as needed to meet changing environmental requirements. Develop promotional and educational activities to promote stakeholder awareness of VA Medical Center environmental issues. The GEMS Coordinator is an integral member of the Safety Office reporting to the Safety Officer and will work in concert with other members of the safety Office. The GEMS Coordinator will coordinate with other Services such as EMS and Engineering Service including the Maintenance and Operations Manager, Project Section Chief, Energy Manager and other members in the Engineering Service. In this role the incumbent will be assigned to manage environmental impact projects requiring Contract Officer Technical Representative (C0TR) certification and OSHA 30-hour construction training. The work includes a variety of different processes and methods, e.g., performing site inspections, collecting data, reviewing documents, analyzing results, writing reports, recommending corrective action or procedures for compliance. Inspections cover the full range of VA services, including surgical, SPD, research and clinical laboratories. The incumbent is expected to provide consultation and technical advice to medical center staff on a variety of issues. Assignments involve the interpretation and implementation of policy and program directives that generally require supplementation to provide adequate coverage for a range of subjects involving the environment. Much of this work involves modification, adapting and/or refining existing processes and techniques to meet unique situations. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time; OR Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; OR Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico.*Grandfathering Provision. Under How to Apply Foreign Education. To be creditable, engineering, architecture or related education completed outside the U.S. must be submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to a Bachelor's degree as outlined under education. Physical Requirements. May be required to undergo and pass a pre-employment physical and Occupational Health Service requirements. English Language Proficiency. Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U. S. C. 7403(f). GS-11-Experience or Education. Candidates at this level must meet one of the following: One year of experience equivalent to the next lower grade; OR Ph.D. or equivalent doctoral degree in Engineering or a related field of engineering. OR Master of Engineering degree, Master of Architecture degree, Master of Science degree in Engineering or a related field of study, plus 1 full year of progressively higher-level graduate education in a related field of study, provided the applicant's total background demonstrates the knowledge, skills and abilities for GS-11 level assignment; OR Bachelor's degree plus 3 full years of progressively higher-level graduate education in a related field of study, provided the applicant's total background demonstrates the knowledge, skills and abilities for GS-11 level assignment. In addition to the experience or education above, the candidate must demonstrate the following KSAs:(1) Knowledge of either mechanical, electrical, structural, civil or other engineering /architectural principles, practices and their applications in the healthcare environment.(2) Knowledge of basic project management principles as applied to the healthcare setting.(3) Ability to apply healthcare engineering related standards, codes, policies and regulations, inclusive of, state and local codes.(4) Ability to communicate effective orally and in writing with internal and external customers with tact and diplomacy.(5) Ability to develop material for clinical or administrative staff that addresses the principles and application of engineering technology and/or theory used in healthcare.(6) Ability to advise staff on emerging engineering technology related to a healthcare facility, while keeping abreast of changes in such technology and utilizing the information to solve healthcare facility engineering challenges. Physical Requirements: Work requires walking, standing, stooping, bending, kneeling, climbing, and working in tiring and uncomfortable positions. Frequently lifts and carries parts and equipment weighing up to 40 pounds and occasionally handles items weighing up to 100 Pounds.
