The Assistant Chief of Environmental Management Service (EMS) serves as a Full Assistant to the Chief, of Environmental Management Service and shares jointly in planning, organizing and coordinating the administrative and technical activities and operations of the Environmental Management Service.

Duties

Duties include and are not limited to: Shares in responsibility for technical aspects of the Environmental Management Program, establishing and reviewing standards to achieve and effective environmental sanitation program, reviewing training program for Housekeeping Aids and Supervisors, conduction scheduled and unscheduled inspections; testing, evaluating and recommending use of new products, serves as an alternate or in addition to the Chief on Committees such as Environmental Control, Safety and Fire, Budget, etc, provides authoritative advice to operating and management personnel on methods and procedures such as control of cross infections; pest control, interior decoration, linen and uniforms, etc., reviewing productivity and effectiveness of the laundry operations and resolves problems referred by the Laundry Manager; is authorized to speak for the Chief in making commitments for the Service. Is delegated responsibility for general personnel management for the Service; has authority to initiate permanent reassignment of personnel and to make temporary reassignments to alleviate unusual situations; gives final approval on selection of applicants for positions; counsels employees and issues appropriate disciplinary actions; prepares annual leave plan and schedules leave requests, reviews and approves promotion recommendations. Reviews timekeeping records for compliance with regulations and certifies timecards for the Service. Collaborates with the Chief in budget development and execution. This includes the development of data concerning staffing, supplies and materials, equipment, etc. Assists the Chief in planning and establishing standards and procedures for maintenance of a high level of sanitary environment appropriate to the medical and surgical treatment setting. Supervises the bacteriological monitoring program to the Environmental Management Service. Is jointly responsible with the Chief for maintaining a high level of esthetic appearance of the interior of the hospital. Collaborates with the Chief in the selection of colors, furnishings, draperies, carpeting, keeping in mind quality and serviceability. Responsible for completing and submitting to Human Resources Management Service to the portion of the CA1 (NOTICE OF TRAUMATIC INJURY) or the CA2 (NOTICE OF OCCUPATIONAL DISEASE AND CLAIM FOR COMPENSATION within five (5) calendar days. Must have knowledge through training, education, and experience, of interior decoration, supply requirements, distribution and control of linen and uniforms of bacteriology as it affects the program of sanitation, of insecticides and pesticides, their toxicity, use and effectiveness. The Environmental Management Service has 115 employees plus Stay-In-School Students and students from the Occupational Training Center. The gross area maintained by the Environmental Management Service is 607.604 square feet. In addition, the Building Management Service is responsible for the rental and maintaining of 46 non housekeeping rooms, 3 Trailers and the Bldg. #14 Regional Offices. In the absence of the Chief, is delegated Acting Chief of Environmental Management Service. In this capacity, he is full responsible for the operation of the Environmental Management program at Brooklyn VA Hospital and the VA Extended Care Center at St. Albans. Exercises responsibility to assure the effective implementation and operation of VA and Equal Opportunity Commission policies, regulations and guidelines concerning EEO for minority groups and women. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirement: EDUCATION: Undergraduate Education: Major study -- chemistry or biological sciences, sanitary science or administration, institutional sanitation or administration, hospital administration, hotel administration, public administration, business administration, or other fields related to the position. OR Graduate Education: Major study -- public health or business administration with emphasis in hospital administration. Specialized Experience: Experience in two or more of the following areas, or other work related to the position to be filled: Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment. Experience in laundry and linen management. Experience in interior design management. Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition. Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals. Specialized Experience- In addition to the above- you will need one year of specialized experience equivalent to the next lower grade performing duties including but not limited to: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is 35-40 hours of work per week. Part-time experience will be credited based on time actually spent in appropriate activities.
