Duties

This position serves as the Outdoor Recreation Planner for West Desert District. Develop content for environmental and project planning documents such as Resource Management Plans, Site Plans, and Environmental Assessments. Identify training needs and promote an integrated training program to teach basic skills of Outdoor Recreation Planning. Coordinates with managers, planners, and resource specialists to identify recreation program needs on a local scale. Assisting with program budget development, implementation, and reporting. Works under other natural resource specialists and planners to analyze and evaluate services, projects, programs, and/or functions of one or more Outdoor Recreation Programs. Collaborate with others to foster partnerships with other agencies, institutions, or organizations in order to encourage and facilitate cooperative management strategies. Research and reply to requests from special interest groups, and questions from the general public. Participate on interagency and/or interdisciplinary teams and committees to discuss recreation planning, management, policies, and procedures. Serves as the Interdisciplinary Team Leader for complex recreation management projects and may serve as a work leader for lower graded employees and volunteers.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. To qualify at the GS-09 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of an Outdoor Recreation Planner. Examples of specialized experience includes utilizing maps and other field data; conducting inventories and studies to determine recreation visitor use and site suitability; preparing recreation activity plans; assisting in the analysis and preparation of environmental documents such as environmental assessments and impact statements related to recreation activities; processing special recreation use permits and performing compliance monitoring; and assisting in the planning, operation, fee collection, and maintenance of developed campgrounds and trailheads. OR Education: To qualify based on education, you must have 36 semester hours of progressively higher-level graduate education leading to a master's degree or master's equivalent graduate degree in a directly related field of study. OR Combination of Education and Experience: Combinations of successfully completed higher level graduate education and specialized experience may be used to meet total experience requirements if it has provided the knowledge, skills, and abilities necessary to do the work. When substituting, you cannot use the first 18 semester hours that you earned. To qualify at the GS-11 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of an Outdoor Recreation Planner. Examples of specialized experience includes developing, implementing, and/or administrating programs and plans for a broad range of recreation management functions such as developed site, dispersed areas, trails, wilderness, and recreation special use management; evaluating land or water areas for their recreation and related potential use on natural resource programs such as soils, water, range, cultural, and wildlife; writing and reviewing National Environmental Policy Act (NEPA) documents related to recreation activities; using GPS equipment and mapping software for maps and plans projects; inspecting and/or monitoring compliance of recreation permits; and processing special recreation permit applications. OR Education: To qualify based on education you must have 54 semester hours of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a directly related field of study. OR Combination of Education and Experience: Combinations of successfully completed higher level graduate education and specialized experience may be used to meet total experience requirements if it has provided the knowledge, skills, and abilities necessary to do the work. When substituting, you cannot use the first 36 semester hours that you earned. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is primarily sedentary. However, there may be some physical exertion such as walking; hiking; standing; bending; carrying of items such as books and backpacks; driving an automobile or off-highway vehicle; operating a small boat, etc. Work Environment: Work is typically performed in an adequately lighted and climate controlled office. Occasional travel may be required. The position may be required to visit field sites where risks may include exposure to inclement weather and potential injury from falls, strains, bites, stings, etc. The incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or designated by the Safety Officer.
