Duties

You will be well versed in NAVFAC Construction Quality Management (CQM). You will be knowledgeable of NAVFAC contract safety requirements, as well as applicable Federal, State, local, and host nation (as applicable) laws and regulations as it pertains to the construction effort. You will serve as a construction Engineering Technician for assigned construction projects and works closely with the NAVFAC Construction Manager, Prime Contractor Superintendent, QCM, SSHO, other prime and subcontractor personnel. You will provide support to the Contract Specialist/contracting Officer (CS/KO) relevant to the administration of construction contracts/task orders.

  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying technical expertise in the field of construction (e.g. commercial construction) to include quality assurance, safety management, technical support (e.g. electrical, Mechanical, Structural, Civil and Architectural backgrounds from the construction trades/industry), and contracting officer support. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting with engineering support in the field of construction contracts and quality assurance.
