The Motor Vehicle Operator Leader serves as a work leader for Fleet Management at the Sousley Campus, of the multi-divisional Lexington VA Health Care System. The incumbent is responsible for coordinating transportation of patients to and from both facilities as well as appointments at off-site locations. Selectee must hold a current Class B or A CDL license with a passenger endorsement.

Duties

Major duties include: Assigns work to subordinates through oral or written instructions, current job analysis, and standard operating procedures. Understands and applies work requirements, methods, and procedures. Provides on-the-job training and participates in formal training programs for employees. Coordinates with other services and departments to meet the needs of the staff and patients. Routinely reviews production and service to assure that a Journeyman level work is being achieved, standards are met and initiates corrective actions when needed. Assures subordinate employees are adhering to safety standards, Engineering, Medical Center, VHA, and GSA policies and memorandums, standard operational procedures (SOP's) and national and state laws and codes. Incumbent leads troubleshooting; provides technical advice and training. Has the ability to input and retrieve data as required, efficiently monitors the authorized driver database, completes reports including reports on work progress, and verifies monthly purchases. Orders materials and maintains stock levels to ensure minimal delays with the supervision of the direct supervisor. Monitors and maintains an inventory of all chemicals and reviews work practices/policies with the sections. Coordinates vehicle services, i.e., oil change, repairs, and service updates. Updates GSA database after service completion. Evaluates employee performance and relays information back to the direct supervisor. All direct counseling, performance, and disciplinary actions will be the responsibility of the direct supervisor and will provide recommendations to a higher-level supervisor, when needed. Provides recommendations for performance awards, may assist employee with personal problems and/or employees promotion, reassignments, etc. Assist with orientation of new employees. Chairs departmental committees as delegated. Incumbent keeps the direct supervisor along with the employee informed of changes, resolves employee complaints, and attends 75% of scheduled training. Creates and distributes the annual vehicle workbooks for 150 vehicles. Manually enters fuel purchases for all VA owned vehicles monthly into the appropriate database. Maintains and submits quarterly data to the Energy Manager for all on-site fuel utilization. Determines work priorities for vehicle operators, grounds, and mechanic daily and informs them of changes as they come up. Rotates vehicles to ensure monthly usage minimums are met for each. Assesses the needs of the shop and orders parts/material as needed. Must have knowledge of all state, local and national driving laws. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions: It is necessary that the incumbent demonstrate, instruct, and train his/her subordinate employees in all trades under his/her leadership. Incumbent is exposed to the same working conditions as all his/her employees. Incumbent must be physically fit. This includes lifting heavy equipment, bending, stooping, and working. in cramped places for extended periods of time as associated with grounds and vehicle operations.
