The incumbent serves as the VISN Data Management and Program Analyst in support of the VISN Supply Chain Program. Incumbent is a key advisor and reports directly to the Chief Supply Chain Officer on matters affecting overall supply chain management (SCM). The incumbent is responsible for data measurement and management, training, analyzing major logistics programs, and developing recommendations to maximize quality acquisition and logistics strategies.
Duties
Plans, initiates and conducts management studies by establishing meaningful performance metrics, organizational and program reviews, manpower surveys, and work measurement studies to determine the overall effectiveness of major logistics programs and conformity with accepted management doctrines and assigned mission. Incumbent is responsible for all aspects of the study/assignment to include quality, accuracy, and soundness of conclusions and recommendations of the final report.
The studies may encompass all missions, functions, work methods and procedures within the logistics office using various analytic techniques.
Functional areas include the complete supply chain to include requirements determination, acquisition, inventory management of expendable (EX) and non expendable (NX) assets, distribution, reproduction, disposal, and disposition. Incumbent captures relevant data, sets benchmarks and recommends procedural and workflow improvements to maximize quality acquisition and logistics strategies.
Recommends changes to enhance effectiveness, ensure proper span of control, operational efficiency, and economy of effort.
Recommends network wide policy changes and procedural revisions, and introduces new methods and techniques to keep pace with changing technology or changes to strategic priorities or objectives.
Creates and presents analytical and statistical reports to support business execution and recommended changes using appropriate presentation tools.
Ensures best practices are disseminated, as appropriate, utilizing continuous quality improvement principles and practices such as Lean Six Sigma. Supports and facilitates education and training opportunities for staff in all logistics areas, particularly logistics operations, data accuracy and NX/EX management.
Conducts logistics audits, quality assurance, compliance reviews and program effectiveness/efficiency reviews of commodity management and strategic sourcing to ensure they realize performance goals.
When indicators reveal improvement opportunities, acts as the catalyst and coordinates with facility leadership to ensure these opportunities are realized.
Assists in ensuring corrective actions are completed and verified.
Provides training to facilities to help correct and resolve deficiencies in the supply chain program.
Provides onsite training to improve and correct supply chain program deficiencies. Develops training plans, presentations, processes to improve performance.
Provides program/management consultant and advisory services to assist managers in identifying and resolving problems associated with manpower utilization/staffing, position alignment or related issues, and other program related issues.
Makes recommendations for effective organizational changes; counsels management in developing and maintaining sound organizational structures; advises management on the appropriate distribution of functions; advises and assists management on alternative manpower staffing methods and techniques and develops alternative approaches to resolving manpower shortfalls and solving related manpower problems.
Provides technical advice and guidance to non-supervisory employees and other staff engaged in planning and accomplishing projects.
Serves as budget official for Supply Chain Program Office for travel and office accounts.
Formulates, presents, executes, and analyzes organizational budgets.
Monitors budget allocation and execution to ensure program objectives are met.
Performs analysis of budget requests by employing techniques such as cost-benefit analysis, program tradeoffs, and exploring alternative funding methods.
Monitors the use and rate of expenditure of budgeted fluids through continuing dialogue with program officials/stag review of written documents, and examination of accounting records.
Develops and maintains accurate accounting records for applicable control points such as travel, supply, equipment, salary, and others.
Reconciles government credit card purchases. Certifies invoices through VA financial systems.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 12 position you must have served 52 weeks at the GS 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: .
Experience that shows comprehensive knowledge of the broad range of Supply Chain Management and Logistics programs **The experience must be in the supply chain management and logistics field. The selected candidate will be expected to assume the role of Supply Chain Management consultant/technical authority at an expert level.**
Experience that shows knowledge of requirements, plans, programs, policies, procedures and practices relating to materiel management, requirement determination, and configuration management. **This experience must be in regards to supply chain, materiel management and/or supply chain management, to count towards qualification.**
Demonstrated analytical, evaluation, and measurement techniques in regards to supply chain management. **The selectee will be required to be familiar with these techniques to analyze and make recommendations for improvement of supply program effectiveness and/or organizational productivity as well as centralization or decentralization of supply operations. If you have experience analyzing and providing recommendations for improvement of a supply chain management program, this must be on your resume.**

Physical Requirements: Performance of the incumbent's duties often require extensive sedentary placement at a computer terminal. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines. Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation if necessary, without endangering the health and safety of the employee or others. Position requires standing for extended periods of time and involves sitting at a computer and in counsel and consultation with Veterans and interdisciplinary teams. Position may require minimal travel to meet with representatives/stakeholders in clinics, medical centers, and VISN offices who provide assistance and support to the overall mission. This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands, and/or fingers.
