Duties

Under the guidance and direct supervision of Fort Laramie's superintendent, incumber serves as the Cultural Resource Program Manager for the Fort Laramie National Historic Site. Provides professional and technical direction for the museum collection program. Serves as the principal advisor to the superintendent and leadership team on all matters related to cultural resources as required by Section 106 and Section 110 of the National Historic Preservation Act (NHPA), National Environmental Protection Act (NEPA), Native American Graves Protection and Repatriation Act (NAGPRA), National Park Service (NPS) management policies, and cultural resources management guidelines for all park undertakings. Maintains relations with NPS units, regional offices and the State Historic Preservation Office (SHPO) and the Tribal Historic Preservation Office (THPO). Ensures protection of cultural resources and assists with natural resource management. Contributes to preparation of historic preservation documentation, background material, and consultation. Coordinates documentation, annual inventories, preservation, protection, exhibition, and use of park collections housed in the park or at an off-site repository. Responsible for administrative functions of the division including budget, project development and management of special projects through various fund sources. Incumbent oversees 2-4 employees (Museum Technicians, SCA's, Volunteers and Biological Technicians). Aids other National Park Service units including Powder River Group Parks and adjacent Midwest Region parks. PHYSICAL DEMANDS: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activity occurs in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time. WORK ENVIRONMENT: Work is performed primarily indoors. Occasionally work may be performed outdoors in all types of weather and conditions. Outdoor assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, deserts, and forests. AREA INFORMATION: Fort Laramie National Historic Site sits along the Laramie River at the confluence of the North Platte River in southeast Wyoming. The fort consists of 833 acres. The site was originally established in 1834 as a fur trading post and from 1849 until its abandonment in 1890 served as the largest military post on the Northern Great Plains. During that timeframe, successive waves of American Indians, trappers, traders, missionaries, emigrants, soldiers, miners, ranchers and homesteaders interacted with, and left their mark on a place which became famous in the history of America's westward expansion. Today, park visitors are immersed in the historic scene and complex history through a variety of experiences. Fort Laramie National Historic Site was the most vital post of the westward movement in the 1800's. The site consists of 46 historic structures and 832 acres. Fort Laramie has a budget of approximately 1.9 million dollars, plus additional project funds. The current staff has about 15 permanent employees plus 10-15 temporary summer employees. Fort Laramie National Historic Site is located in southeastern Wyoming, 3 miles west of the village of Fort Laramie, and 23 miles west of Torrington (the county seat, population 6,200. The small towns have post office facilities, stores, schools, and churches. In addition to these, Torrington has medical facilities, and a Junior College. We are also 50 miles west of Scottsbluff, NE; 100 miles north of Cheyenne, WY; and approximately 3 ? hours from Denver, CO. Federal government housing is not available.

Qualifications

To qualify you must meet the U.S. Office of Personnel Management's (OPM) Qualification Standards which include Individual Occupational Requirements (IOR), experience and/or education as outlined in the Occupational Questionnaire and listed below. All qualifications must be met by the closing date of this announcement-08/10/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. 1. OPM's Individual Occupational Requirements (IOR) for the Historian GS-0170-11, Occupational Series. A. Must have a 4-year degree in history; or related field that included at least 18 semester hours in history. OR, B. Must have a combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education. 2. OPM's Individual Occupational Requirements (IOR) for the General Anthropology, GS-0190-11 Occupational Series. A. Must have a 4-year degree in an appropriate field of anthropology. OR, B. Must have a combination of education and experience: courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of anthropology, or related course work, plus appropriate experience, or additional education. OR, C. Must have four (4) years of appropriate experience in anthropology performing research, museum work, or similar professional-level work. 3. OPM'S Individual Occupational Requirements (IOR) for the Archeology, GS-0193-11, Occupational Series. A. EDUCATION - Must have a 4-year degree that included 3 semester hours in each of the five following course areas: 1) History of archeology. 2) Archeology of a major geographical area such as North America or Africa. 3) Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development. 4) Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques. 5) Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work. AND, Must have completed six semester hours of related course work in the following four (4) disciplines: 1) geography, geology, or cultural geography. 2) history, historiography, or historical archeology.3) environmental studies. 4) scientific writing (nonfiction English composition); and/or surveying. AND must have completed Archeological field school. OR, B. COMBINED EDUCATION & EXPERIENCE - Must have college-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. OR, C. EXPERIENCE - Must have four (4) years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. 4. OPM'S Individual Occupational Requirements for the Museum Curator, GS-1015-11 Occupational Series. A. EDUCATION- Must have a 4-year degree in museum work; or in an applicable subject-matter field. OR, B. COMBINATION OF EDUCATION & EXPERIENCE - Must have completed courses equivalent to a major, as shown in 4-A above, plus appropriate experience or additional education. OR, C. EXPERIENCE - Must have four (4) years of experience that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study as shown in 4-A above. 5. OPM's QUALIFICATION STANDARDS FOR THIS CULTURAL RESOURCES PROGRAM MANAGER (INTERDISCIPLINARY), GS-0170/0190/0193/1015-11. In ADDITION to qualifying for one, or all, of the four (4) IOR's above, all applicants must meet the U.S. Office of Personnel Management's (OPM) Qualification Standards as outlined below, which include graduate education and/or experience. A. EDUCATION: Must have successfully completed three (3) years (54 semester graduate hours) of progressively higher-level graduate education leading to a Ph.D. degree, or Ph.D., or equivalent doctoral degree related to the position. OR, B. EXPERIENCE: Must have one (1) year of specialized experience at the GS-09 grade level in the Federal government or equivalent. Experience must have equipped applicants with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. EXAMPLES of experience: Assisting or managing with the protection of museum artifacts and/or museum collections; experience developing external relationships with tribal affiliations and historic preservations offices such as state and tribal; working knowledge of federal and National Park Service resource protection laws, regulations, environmental compliance laws and policies used in the protection cultural and natural resources; experience in completing required documentation under NHPA and supporting park projects through Programmatic Agreement (PA) and PEPC in support of park projects; replies to different types of information and research requests from other government agencies, park partners and park visitors; and experience in overseeing and directing others in museum operations or resource protection. OR, C. COMBINATION: Must have a combination of sufficient graduate education and specialized experience. Example: 45 semester hours of related graduate education (50% of education) plus six months of specialized experience equals 100%. Note that only graduate education in excess of 36 semester hours is creditable towards meeting this requirement.
